Job Type:part Time / 80% (from March till end of Dec 2015).


THE ORGANIZATION

With over 30 years of experience, Handicap International (HI) is an independent and impartial aid organization, currently active in 60 countries, working in situations of poverty and exclusion, conflict and disaster. It works alongside people with disabilities (PwDs) and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
HI has been present in the Middle East since 1987 and currently operates in Egypt, Iraq, Lebanon, Jordan and Palestine, with a regional office based in Amman, Jordan, and field offices in each country. In Palestine, HI has been active since 1996 and works in both Gaza and West Bank, through several projects funded by the European Commission (EC), the Ministry of Foreign Affairs of Luxembourg (MOFA Lux), the Canada Department of Foreign Affairs Trade and Development (DFATD), the French Development Agency (AFD), DFID, The OPEC Fund for International Development (OFID), and Caritas Germany. The annual budget of the mission for 2014 is more than 1.5 million Euros, which is expected to substantially increase in 2015, and it employs more than 20 nationals and two international staff, distributed among 3 offices (East-Jerusalem, Ramallah and Gaza).


THE ACTION:
Through the project “Improving access of children with disabilities to quality multidisciplinary rehabilitation services in the Gaza Strip” HI is aiming to reduce the extreme vulnerability of Children with disabilities in Gaza by improving the access to essential quality rehabilitation services and in particular the functional and psychological support services.
The project is supporting five services for children with cerebral Palsy and multiple disabilities (CwCP/MD), their families, partners’ organizations and disability stakeholders:
(A)Provision of quality psychological and functional rehabilitation & follow up services to Children with Cerebral Palsy/Multiple Disabilities (CwCP/MD) by well trained and technically empowered multidisciplinary outreach and center based teams of partners’ organizations.
(B)Empowerment of families of CWCP/MD to ensure their basic and preventive follow up to their children’ rehabilitation process,
(C)Improvement of the access of CwCP/MD to other needed and demanded services through strengthened referral networks’ mechanisms.
(D)Supporting partner organizations in identifying and planning their organizational development needs to ensure the sustainability of their rehabilitation services to CwCP/MD.
(E)Addressing children with disabilities and their families’ psychological support needs and demands by partners’ outreach teams to prevent the post traumatic symptoms.

OBJECTIVES OF THE POSITION:
Under the responsibility of the Project Manager, the Project Officer will assist in the implementation, supervision,monitoring,communication,coordination,and evaluation to ensure quality implementation of the project " Improving access of children with disabilities to quality multidisciplinary rehabilitation services in the Gaza Strip” implemented by Handicap International and 3 local partners and funded by DFATD.


RESPONSIBILITIES:

1.1 SUPPORT TO PARTNERS’ OUTREACH AND CENTER BASED REHABILITATION TEAMS:
-Provide support to partner’s teams’ supervisors to ensure project services provision as planned.
-Support the project technical team to ensure partners’ teams are considering the project services criteria.
-Follow up partners’ outreach and center based teams monthly activities and services progress in line with the project action plan,
-Ensure partners’ teams are using the project assessment tools timely and adequately as frequent as planned,
-Provide support to partners’ teams’ supervisors to ensure organized users’ manual and computerized filling system at the 3 partners’ location.
-Report to the PM and the Project Technical team on partners’ monthly progress using the different project monitoring tools (statistical and narrative reports, data base, partners’ monthly expenses follow up sheet).
-Support the Project Technical team in organizing monthly technical trainings and meetings with partners / teams / stakeholders.
-Support PM in organizing HI follow up and coordination field visits to partners and activities.
-Support partners in materials and assistive devices needs’ identification and distribution process in coordination with the Project Technical team, PM and Admin department.
-Provide support to the PM in organizing the quarterly steering committee meetings.


1-2 SUPPORT TO REFERRAL NETWORK MEMBERS TO ENSURE AN IMPROVED ACCESS OF CWCP/MD TO OTHER SPECIALIZED AND MAINSTREAM SERVICES
-Support the Disability Mainstream Officer in conducting assessments to the needs of members of Partners’ referrals’ networks to improve children / persons with disabilities access to services.
-Participate to the technical sub group committee regular meetings and provide support to the Project Technical Team in reviewing initiatives support applications/ requests.
-Prepare and submit Technical Sub Committee meeting minutes.
-Support the Disability Mainstream Officer in following up granted organizations to improve children with disabilities access to services.
-Report to the PM progress of initiatives support file, impact on granted organizations (pre and post assessment to Referral Networks’ Members).


1-4 REPROTINGS:
-Submit monthly project progress report to PM.
-Update project P&M tool in quarterly basis and share with PM & Project technical team.
-Ensure partners are submitting project progress monthly reports.
-Ensure project activities plans and reports are prepared by project technical team, submitted to PM, and properly filed.


1-5 FINANCIAL FOLLOW UP AND LOGISTICS SUPPORT:
-Coordinate with HI Admin/finance / log team to ensure project activities support needs are provided.
-Support the project technical team in preparing and validating the purchase and delivery cycle documents “PSR, quotations, summary bid analysis, ToRs, log preparations …etc”
-Prepare commitment authorization for the project and partners’ expenses according to the budget tasks codification system and get it signed by PM.
-Participate to the bi-weekly coordination meetings between the PM and Gaza Admin Officer.
-Support the PM in preparing the project monthly budget forecast.
-Coordinate and work closely with the HI Admin/Finance Assistant to follow up partners’ budget and spending on regular basis.

Others:
-Support project team in the coordination of field visits, follow up visits, meetings and other relevant activities with partners and stakeholders.
-Ensure good relationship with partners in collaboration and support of the project team.
-Ensure internal coordination within HI project team, support team and other project/s teams.
-Support the PM in conducting needs assessment, project plans and development for the access to service department.

EDUCATION AND EXPERIENCE

1-At least 5 years professional experience in working in the disability field, of which 2 years working with an International Organization.
2-Bachelor Degree in Business Administration/ Management or related field, preferable Master Degree in Management.
