Needs to fill the position of a:
Admin and Finance Officer GAZA
Type:
Full Time Contract
Duration of the contract: 6 months, with a possibility of extension based on performance and fund availability.
Job Location: GAZA Strip, Palestine
Reports to: Field Coordinator /Technical link Palestine Admin Coordinator
Summary:
Médicos del Mundo-Spain (MdM-S),
is an international humanitarian organization, working to make effective the Universal Right to Health. MdM is a non-profitable, non-governmental, non-political and non-confessional organization operating under the principles of humanity, neutrality, impartiality and independence.
MdM-S has been working in the oPt since 2006. Its work has been oriented to Mental Health and Psychosocial support (MHPSS), and Primary Healthcare. In the Gaza Strip, MdM-S strategy aims the improvement of mental health and wellbeing of children and adolescents. This intervention is focused on the strengthening of governmental children and adolescent’s mental health services, and community organizations working with children and adolescents through a capacity building approach. This includes training activities and materials and equipment’s provision.
SPECIFIC OBJECTIVE:
Responsible for all administrative, finance and accounting tasks of MdM-S in the base as well as facilitating HR functions under the supervision of the Field Coordinator of the Base and the technical supervision of the administrative coordinator of the mission.

I. FUNCTIONS

Base Procedures and Management
  • Follow up and advise the implementation of the administrative, financial and human resources procedures for the MdM-S office in the Base in collaboration with the Field Coordinator and the support of the admin coordinator.
  • Under the supervision of the Field coordinator, to follow the procedures needed for eventual issues related to the Base offices.
  • Brief new staff about MdM-S terms and conditions of employment and internal regulations with the support of the HR officer.
  • Track office consumption of electricity, telephone, mobiles, internet, and car fuel in collaboration with the logistic officer.
Filling and Reporting
  • Responsible for filing and archiving administrative files and financial documents on a regular basis both on paper and on share point
  • Support the preparation and execution of tax payments with the support of the HR officer.
  • Facilitate external auditing reports, either national audit in the field or projects related audits.
Budget
  • Support budget building for new proposals in the base together with the program team.
  • Ensure proper allocation of expenses and activities needs in accordance with the MdM Codification and budget allocations.
  • Follow up and track the monthly financial needs in the Base in collaboration with the admin Coordinator and prepare the fund requests when needed.
  • In coordination with the program team, to follow up on the budget execution (monthly BFUs) and update it timely.
  • Advise the team on donors’ regulations and guidelines.
  • Follow up and track the local partner’s budget on the specific projects needed.
Accountancy
  • Recording, codification and filing of all invoices and receipts of expenditure daily according to the MdM-S financial procedures.
  • Encode financial transactions in as per MdM-S models and procedures and upload them monthly and timely to the post back tool.
  • Prepare the monthly accounts and conciliation sheet and send them to the admin coordinator timely.
  • Give support and advice to the Field coordinator on preparing VAT exemption requests, ensuring compliance with VAT exemption rules and procedures and other relevant requirements; legal, financial etc.
Cash management
  • Responsible for the payment of bills, rents and other expenses linked to the MdM-S offices in the base, including the payment of the salaries, with the support of the HR officer.
  • Management of daily, weekly and monthly closure of petty cash per project along with the field coordinator.
  • Management of cash payments and cash documentation: receipts, invoices and all the documents involved in the justification of the expenditure.
  • Fulfill the advances of cash for any activities in the field and track its spending and closure.
  • Request and collect the Bank Statement monthly.
  • To fulfill in timely Accountancy as per MdM-S models and procedures.
Procurement support
  • Validate the Mission requests for procurement according to the available resources and standard procedures of MdM-S.
  • Participate in bids opening for supplies, stationary, computers, etc. procured for MdM-Spain or for implementing the projects activities, upon the request of line manager.
  • Liaise with the Base Logistic Officer to maintain the tracker for the procurement contracts with amounts due and payments made to date.
Human Resources support
  • Support in the process of facilitation and record keeping for HR documents shared by the HR officer and the staff, and ensure it is signed, scanned and archived timely, including pay slips, time sheets, insurance papers etc.
  • To inform about any relevant updates that shall be taken into consideration for the monthly update of the Base staff database.
  • Advise the Admin Coordinator in whatever modification of the Labor law.
  • Support the Field Coordinator in requesting and follow-up of coordination of permits.
Representation
  • Attend administrative forums based upon request of the Field Coordinator/Admin Coordinator
  • Represent MdM-S in meetings with projects partners and financial institutions in administration issues prior request of the Field Coordinator.
  • Represent MdM-S in the relationship with the Palestinian authorities in the base relates where needed.
  • Coordinate administrative actions related to MdM-S staff with other MdM-S Bases.
  • Keep the Field Coordinator/Admin Coordinator updated and get feedback from all meetings.

2. REQUIRMENTS

Academic / Professional background:
  • Bachelor’s degree in accounting, finance or a relevant field, and a strong knowledge of financial principles.
  • At least 5 years of experience in finance field, out of which 2 years at least in INGOs.
Specific Skills:
  • Organized and details-oriented.
  • Excellence in organizing, planning and prioritizing tasks.
  • Coordination ability to perform his/her duties as part of a team.
  • Flexibility and Ability to cope with difficult security context.
  • Task independency but also open to receive feedback and technical support.
  • Ability to identify strengths/weaknesses, proposing solutions.
  • Culturally sensitive, respectful attitude and collaborative approach to diversity
  • Proven sense of professional discretion, integrity, and ability to work in an international environment.
Language requirements:
  • Excellent level of written and spoken English and Arabic.
Computer literacy:
  • Microsoft Office Package (Word, Excel, PowerPoint, Outlook)
Compensation package:
Medicos del Mundo’s Salary charts will apply.
