Project Background
The over-arching Empowering Palestinian Institutions and Civil Society (EPICS) programme aims to improve the viability, legitimacy and inclusion of governance and service delivery in the OPTs by contributing to sustainable development and stability. Its Public Financial Management (EPICS-PFM) component, or ISNAD in Arabic (meaning support), is the UK government’s main contribution to strengthening the PA’s PFM capabilities, providing technical assistance to PA institutions to protect the fiscal viability of the PA in providing essential public services. The approach is demand-driven and adaptive and aims to build long-term capability for the PA in public expenditure management and revenue administration. Technical assistance to the Ministry of Finance (MoF) focuses on strategic planning, policy development and policy implementation through core areas including:

Project Background

Technical assistance to the Ministry of Finance (MoF) focuses on strategic planning, policy development and policy implementation through core areas including:
- Macro-Fiscal Unit (MFU) to develop and refine a medium-term fiscal framework, strengthen the methodology for macro-economic forecasting and modelling, and capacity building to improve the effectiveness of the MFU and ultimately the relevance of the Fiscal Framework.
- General Directorate of Budget (GD-B) on Budget Preparation and Budget Negotiations, including resource allocation, planning, strengthening programme-based budgeting and costing techniques and internal and commitment controls.
- General Directorate of Budget Performance Management (GD-BPM) to monitor and review expenditures through strengthening processes and templates for quarterly and annual Reporting, by building capacity of staff to report on budgetary performance to senior officials.
- Tax policy and revenue administration reforms, including the new VAT Law, through mentoring, capacity building and strengthening broader coordination around revenues (as a core component of the Budget Execution stage).
Services
The Junior Translator will support the ISNAD team with the translation of technical documents in the PFM and Revenue component, as shared and coordinated by the Senior PFM Translator. The Junior Translator will report to the Senior PFM Translator (or Team Leader, in their absence) and in close coordination with the National Revenue Advisor, who will review and quality assure their outputs.
Scope of Work
The Junior Translator will support the ISNAD team with the translation of technical documents in the PFM and Revenue component, as shared and coordinated by the Senior PFM Translator. The Junior Translator will report to the Senior PFM Translator (or Team Leader, in their absence) and in close coordination with the National Revenue Advisor, who will review and quality assure their outputs.
Scope of Work
- Coordination of translation and interpretation (as needed) resources to the ISNAD team, ensuring resourcing time is used efficiently.
- Translation from Arabic to English of official and unofficial Arabic documents including reports, laws, project documents, press releases, development plans, news articles, memorandums, and letters.
- Translation from English to Arabic of English documents produced by the Project.
- Provide high quality translation of documents.
- Ensure adequate filing and archiving of translated documents.
- Other duties as assigned by supervisor or PD/PM.
- Maintain regular communication with team members across both PFM and Revenue components as needed.
- Maintain regular communication with other translators on ISNAD.
- If needed and upon previous agreement with the Senior Translator and PM, provide simultaneous translation at workshops, conferences, and meetings with PA officials and other stakeholders.
Required experience
- Bachelor's degree in Translation, Linguistics, Languages, or a related field (or currently pursuing a degree).
- 0–2 years of professional translation experience (including internships, freelance, or volunteer work).
- Proven experience in technical translation (English to Arabic).
- Basic understanding of translation techniques, grammar, and terminology.
- Excellent command of both English and Arabic (written and verbal).
- Attention to detail and commitment to producing high-quality work.
- Ability to meet deadlines and manage multiple tasks.
- Good interpersonal and communication skills; ability to work in a team environment.
- Familiarity with MS Office Suite (Word, Excel, etc.)
