As a member of the CRS Gaza Emergency Team, you will monitor and report on all project activities in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your thorough and service-oriented approach will ensure programming consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.

Roles and Key Responsibilities
General Project Officer Responsibilities
- Support the coordination and implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
- Monitor and report on any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to reflect on project experiences.
- Support accountability through coordinating project evaluation activities and assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with local partner(s) to prepare reports per established reporting schedule.
- Collect information on staff capacity needs and technical assistance needs of partner organizations and monitor capacity building and technical support activities to ensure effective impact.
- Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.
Distribution Project Officer Responsibilities (Gaza City Based / Middle Area or Southern Gaza Based)
- Plan upcoming weekly distribution plans in collaboration with the Distribution Project Manager, Supply Chain, Sector leads and Distribution Field Officers.
- Oversea multiple distribution sites in direct collaboration with CRS Distribution Field Officers and Partner Site Managers
- Manage and support Distribution Field Officer in site management activities
- Reconcile daily reconciliation records with stock/inventory at the end of each daily distribution
Shelter Project Officer Responsibilities (Gaza City Based)
- Plan and oversee the distribution of emergency shelter materials (tarpaulins, kits, tools) to affected households in coordination with logistics, warehouse, and distribution teams.
- Ensure accurate beneficiary targeting and documentation during distributions.
- Coordinate with partners on household-level assessments to verify eligibility, assess damage, and determine appropriate shelter solutions
- Provide technical guidance and troubleshooting support to Shelter Field Officer and partner staff during shelter activities.
- Track shelter indicators and maintain accurate records of distributions, assessments, and other Shelter activities.
WASH Project Officer Responsibilities (Middle Area or Southern Gaza Based)
- Develop detailed implementation plans for water trucking, latrine construction, and WASH distributions in line with CRS standards and donor requirements.
- Coordinate with logistics and procurement teams to ensure timely delivery of materials and services.
- Provide technical guidance and day-to-day supervision to the WASH Field Officer.
- Liaise with local authorities, community leaders, and other humanitarian actors to ensure smooth implementation and avoid duplication.
Psychosocial Support Project Officer Responsibilities (Gaza City Based / Middle Area or Southern Gaza Based)
- Lead the review, adaptation and contextualization of PSS curricula and materials as well as referral tools, ensuring alignment with CRS standards, Gaza Protection Cluster guidelines and partner capacities.
- Collaborate with the MEL and accountability teams to integrate PSS indicators, feedback mechanisms and child-friendly FCRM approaches into project tools and partner monitoring systems.
- Provide technical support and follow-up to partners on quality implementation of PSS sessions, including observation visits, coaching and feedback on facilitation techniques and adherence to trauma-informed practices, child protection and safeguarding principles.
- Coordinate and guide partners in the piloting and application of the Most Significant Change methodology, supporting ethical collection, analysis and reflection on qualitative changes and impact stories within PSS activities.
- Support documentation, analysis and dissemination of learning and promising practices from PSS interventions to inform program refinement, partner capacity development and future project design.
Basic Qualifications
- Bachelor’s degree relevant to the area
- Minimum of 2 years of work experience in project support.
- Experience in participatory action planning and community engagement.
Preferred Qualifications
- Master’s degree in area preferred
- Experience monitoring projects and collecting relevant data preferred.
- Experience in the field of priority Program Area and for an NGO would be a plus.
Knowledge, Skills and Abilities
- Proficient in using MS Windows and MS Office packages (Excel, Word, PowerPoint).
- Observation, active listening and analysis skills with ability to make sound judgment
- Good relationship management skills and the ability to work closely with local partners and community members
- Attention to detail, accuracy and timeliness in executing assigned responsibilities
- Proactive, results-oriented and service-oriented
Required Languages: Arabic fluency is required; Conversational English and basic written English required.
Travel: Must be willing and able to travel throughout Gaza when feasible.
