Title: WASH Officer

Reports to: WASH Manager

Duration: 6 Months (renewable)

Duty Station: Gaza Strip

Type of Contract: Full‐time, temporary (renewable)
  1. ORGANISATIONAL CONTEXT
Palestinian Environmental Friends (PEF) is a leading non-profit organization established in 1998 by a group of Palestinian experts committed to environmental and natural resource issues. Guided by the values of creativity, dignity, and transparency, PEF strives to ensure a green and healthy environment for present and future generations.

Operating across the Gaza Strip, PEF addresses key areas, such as climate change, green practices, water and wastewater management, solid waste management, food security and livelihoods, shelter, education, public health, infrastructure development, and capacity-building initiatives. Additionally, PEF conducts community awareness campaigns to promote environmental sustainability. Through its efforts, PEF contributes to environmental and cultural preservation, supports the sustainable use of local resources, and strengthens the connection between Palestinian communities and global environmental and development goals.
  1. JOB PURPOSE
projects, with a particular focus on wastewater management and reuse. The role ensures technically sound, timely, and compliant implementation of activities in line with PEF policies, donor requirements, and national and international WASH standards.

The WASH Officer works under the supervision of the WASH Manager and coordinates closely with engineers, MEAL, protection, public health, finance, logistics, and community stakeholders to ensure integrated, accountable, and high-quality WASH interventions..
  • MAIN RESPONSIBILITIES
General Responsibilities:
  1. Represents PEF professionally and promotes the organization’s values, principles, and ethical standards within the WASH sector.
  2. Ensures compliance with PEF policies, donor requirements, implementation methodologies, and applicable WASH standards.
  3. Plans, supervises, monitors, and follows up on daily WASH project activities in accordance with approved work plans.
  4. Systematically collects, validates, and organizes data, feedback, and technical information to support evidence-based decision-making.
  5. Identifies project risks, challenges, and deviations, and proposes mitigation measures, escalating critical issues when necessary.
  6. Manages time, cost, and quality considerations to ensure project objectives are achieved within approved budgets and timelines.
  7. Coordinates closely with PEF teams (MEAL, Protection, Finance, HR, Logistics, Public Health) to ensure integrated implementation.
  8. Ensures effective coordination and communication with community groups, local authorities, and relevant stakeholders.
  9. Supports activity planning, scheduling, and prioritization to ensure achievement of project outputs, outcomes, and impact.
Financial Operations & Monitoring (70%)
  1. Develops and manages WASH project work plans, tracking progress against milestones and deliverables.
  2. Prepares Terms of Reference (ToRs) for works, services, trainings, and supplies related to WASH, wastewater management, and reuse activities.
  3. Reviews and provides technical input on engineering designs, drawings, specifications, and processes related to wastewater treatment and reuse.
  4. Supervises, in coordination with site engineers, the construction, operation, and monitoring of wastewater treatment and reuse systems.
  5. Oversees implementation of treated wastewater reuse in irrigation networks and associated agricultural activities.
  6. Monitors project budgets, identifies potential cost deviations, and reports financial risks or variations.
  7. Coordinates with governmental departments, regulatory agencies, project steering committees, and community stakeholders.
  8. Leads and facilitates workshops, focus group discussions, and stakeholder engagement sessions.
  9. Ensures community participation, Right-to-Know dissemination, and accountability throughout all project phases.
  10. Collaborates with public health teams to design and implement awareness-raising activities, including IEC materials and campaigns.
  11. Prepares results-based progress, annual, and final reports aligned with project proposals, work plans, and logical frameworks.
  12. Performs required field work and site-level technical support as needed.
Program Quality & Donor Compliance (25%)
  1. Coordinates with project staff and engineers to align implementation with approved action plans and technical frameworks.
  2. Conducts technical supervision and monitoring to ensure project goals, outputs, and quality standards are met.
  3. Develops, reviews, and validates wastewater quality monitoring reports in line with national and international standards.
  4. Reviews existing WASH procedures and standards and recommends improvements aligned with global best practices.
  5. Works closely with the MEAL team to establish transparent beneficiary selection mechanisms and accountability systems.
  6. Ensures all field activities and events meet PEF’s minimum quality standards.
  7. Conducts joint site visits with engineers, stakeholders, and community representatives to ensure compliance with PEF values and codes of conduct.
  8. Coordinates with the Monitoring, Evaluation, and Reporting Officer on documentation, dissemination, and learning processes.
  9. Supports project evaluation, learning, and continuous improvement initiatives..

Other (5%)

  1. Performs additional WASH-related duties as assigned by the Programs Manager.
  2. May occasionally be required to work on weekends or public holidays, for which compensatory time off will be provided.

  1. JOB REQUIREMENTS

Educational Qualifications

  • Minimum: Bachelor’s degree in Civil Engineering, Mechanical Engineering, Water Resources, Hydrology, Sanitation, or a related field.
  • Maximum: Master’s degree or equivalent advanced qualification.

Practical Experience

  • Minimum 7 years of relevant professional experience.
  • At least 5 years of experience in WASH programming.
  • At least 2 years of experience with NGOs or CBOs in project coordination roles.

Skills & Competencies

  • Strong technical knowledge of WASH systems, wastewater treatment, and reuse.
  • Ability to review engineering designs, BoQs, and technical reports.
  • Strong planning, reporting, and organizational skills.
  • Proficiency in MS Office and engineering software (e.g., AutoCAD, GIS, MODFLOW).
  • Strong communication, coordination, and problem-solving skills.
  • Awareness of gender equality and protection considerations..

Language Requirements

  • Fluency in English (written and oral).

Compensation & Benefits

  • The monthly salary for this position ranges between 1,500 USD and 1,800 USD, based on qualifications and experience.
