Logistics & Supply Chain Officer

Starting Date: Immediately
Contract Duration: 6 months (renewable, subject to funding)
Workload: Full-time

ORGANIZATIONAL CONTEXT

The Gaza Society for Sustainable Agriculture and Friendly Environment (SAFE) is a Palestinian non-governmental, non-profit organization established in 2002 and officially registered with the Palestinian Ministry of Interior (Registration No. 7233). With over two decades of continuous engagement, SAFE has become a trusted leader in Gaza’s humanitarian and development landscape.

SAFE delivers humanitarian, early recovery, and resilience programming in partnership with UN agencies, INGOs, and institutional donors. The role is situated within SAFE’s operations function to ensure timely, compliant, and cost-effective delivery of logistics, procurement, and supply chain services, enabling programme teams to meet outputs and donor commitments.

PURPOSE OF THE ROLE

To ensure end-to-end supply chain and logistics support to SAFE programmes through efficient procurement, warehousing, transport, and asset management, fully aligned with donor regulations, SAFE policies, and applicable SOPs, while ensuring value for money, risk mitigation, and audit readiness.

KEY RESPONSIBILITIES
  1. Procurement Compliance and Value for Money
  • Implement procurement actions in line with SAFE Procurement Manual/SOPs and donor rules, ensuring competition, transparency, equal treatment, and best value.​
  • Prepare and maintain Procurement Plans / Supply Plans aligned with approved budgets and implementation timelines; monitor progress and flag risks to delivery.​
  • Manage procurement processes (low-value to high-value) including: RFQs, tenders, bid opening/evaluation support, contract/Purchase Order preparation, and supplier selection documentation.​
  • Ensure adequate segregation of duties across requesting, evaluation, approval, and receipt functions.​
  • Support framework agreements where feasible to improve lead times and cost efficiency.​
  • Conduct and document market assessments (availability, price trends, lead times) to support evidence-based procurement decisions.​
  • Ensure goods/works/services meet specifications through quality checks at delivery and documented acceptance.​
  1. Supply Chain Planning and Pipeline Management
  • Maintain a living pipeline of programme requirements and track lead times to prevent delays, stockouts, or resource gaps.​
  • Coordinate with programme and finance teams to ensure procurement is synchronized with activity plans and cash flow forecasts.​
  • Identify bottlenecks and propose mitigation measures (alternative suppliers, phased delivery, substitute specs approved by programme, etc.).​
  1. Warehouse, Inventory, and Distribution Integrity
  • Ensure safe and compliant management of storage and distribution, applying SAFE Warehouse SOPs and donor traceability requirements.​
  • Maintain accurate inventory records: bin cards/stock cards, GRNs, waybills, stock release forms, and reconciliation reports.​
  • Support periodic stock counts (cycle counts) and full physical inventories; investigate discrepancies and document corrective actions.​
  • Ensure correct storage conditions (protection from damage, moisture, pests, theft) and batch/expiry tracking when relevant.​
  1. Fleet, Transport, and Movement Support
  • Support safe, cost-efficient transport planning for staff and goods, consistent with safety/security procedures and movement controls.​
  • Maintain vehicle documentation and logs; support fuel management and consumption monitoring; ensure maintenance planning is followed.​
  • Contribute to incident reporting and follow-up in coordination with management.​
  1. Asset Management and Audit Readiness
  • Ensure all assets are recorded, tagged, assigned, tracked, and verified per SAFE systems and donor expectations.​
  • Maintain updated asset register and support periodic physical verification and handover processes.​
  • Support documentation required for asset reporting to donors/partners when applicable.​
  1. Documentation, Reporting, and Compliance Assurance
  • Ensure end-to-end documentation is complete and filed in a manner that is audit-ready (hard and soft copies), with clear traceability from request to payment.​
  • Provide routine and ad-hoc reporting to management and programme teams, including donor reporting inputs when required.​
  • Support internal controls and compliance checks, and contribute to corrective action plans arising from audits, spot checks, or donor reviews.​
QUALIFICATIONS & REQUIREMENTS

Education:

  • Bachelor’s degree in Supply Chain Management, Logistics, Business Administration, Finance/Accounting, Engineering, or related field.​
Experience:
  • Minimum 3–5 years of relevant experience in logistics, procurement, or supply chain management.​
  • Previous experience with humanitarian or development NGOs is strongly preferred.​
  • Experience working under donor-funded projects (UN, EU, bilateral donors) is an asset.​
Technical Competencies:
  • Procurement planning, tendering, evaluation documentation, contracting basics.​
  • Warehouse/inventory controls and distribution documentation.​
  • Asset tracking and audit preparedness.​
  • Strong Excel skills (trackers, reconciliation, reporting).​
Languages:
  • Fluency in Arabic and English (written and spoken).​
