SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. About the position

Job title: : Wash Activity Manager

Post location: Gaza Strip, office in Deir Al-Balah

Starting date: 20th April 2026

Contract duration: 6 months renewable according to funding

Job Summary:

The WASH activity manager is in charge of carrying out and accomplishing the objectives as defined in the operation proposals.

He/she is responsible for the supervision of the operational teams assigned the WASH activity.

He/she must ensure that the WASH activity are well executed and deliver quality results, where appropriate, proposes adjustments or developments to ensure relevance. With the help of the team he supervises, WASH Activity Manager ensures the timely execution, quality, and compliance of programs with national, international, SI, and donor standards and requirements.

For clarity, the masculine gender is used in this document to refer to persons of all genders. This job profile applies equally to women and men.

Job Description:

DIAGNOSTICS AND PROJECT CONCEPTION
  • Participate in the preparation and implementation of diagnostics
  • Participate in the design and the financial dimension of the human and logistical programs to implement
  • Prepare the appendixes and technical chapters (of logical framework) of operation proposals
  • Implement the activities in compliance with the annual operational strategy, SOLIDARITES INTERNATIONAL’s technical requirements and the donors criteria
  • Participate in the development of the WASH team’s capacity in regard to techniques or new methodologies
IMPLEMENTATION AND OPERATIONAL MONITORING
  • Plan the WASH activity(ies) with the support department (Administration, logistics) according to the set objectives
  • Assess the relevance of activities, the effectiveness of interventions, and their appropriateness in light of changing circumstances and the needs of populations
  • Propose adjustments to programs if necessary
  • Make sure the objectives for the activity(ies) under his/her responsibility are achieved
  • Suggest and implement monitoring indicators for the WASH activity(ies) and context
  • Use the SI management and monitoring tools for the activities, results and context
  • Plan and supervise the implementation of the WASH activity(ies) under his/her responsibility
  • Anticipate difficulties in the carrying out of the WASH activity(ies) and facilitate problem solving
  • Suggest new activity, activity directions in accordance with context and indicators
  • In cooperation with the administrative department, help draw up budgets for his/her activity(ies), budget follow up and proposal budgets for the program parts
  • Prepare Internal Order Forms (IOF) and follow orders using the logistics service
  • Report the state of decentralized inventory to the logistics department (“field” inventory)
IMPLEMENTATION AND OPERATIONAL MONITORING
  • Ensures the smooth running of the project cycle in accordance with the SI strategy and schedule, the technical requirements of SI and the country of intervention, SI procedures, and donor criteria.
  • Plans and supervises the implementation of the projects under his/her responsibility, in close coordination with the MEAL, administrative, financial, HR, logistics, and security departments (MEAL plan, budget monitoring, cash flow requests, purchasing plan, recruitment, etc.) and the functional manager in coordination (relevant sector coordinator(s) or Program Coordinator ).
  • Ensures the systematic integration of cross-cutting themes (environment and climate, cross-cutting protection, public health and market-based approach) and multisectoral integration (internal and/or external).
  • Ensures consistency and synergies between projects, where relevant.
  • Uses IT management and monitoring tools, adjusts them, and creates new ones to ensure agile implementation and adequate monitoring, in close collaboration with the departments mentioned above.
  • Leads the learning cycle for the projects under his/her responsibility.
  • Evaluates the relevance of activities carried out, the effectiveness of interventions, and their suitability in light of changing circumstances and the needs of the population.
  • Proposes adjustments and developments necessary to maintain the relevance and quality of programs.
  • Anticipates and communicates difficulties related to implementation and facilitates the resolution of program-related difficulties.
  • Carries out regular field visits.
REPORTING, COMMUNICATION, AND REPRESENTATION
  • Drafts and submits internal reports on time, in accordance with SI formats and requirements.
  • Drafts and submits reports and appendices required by donors on time.
  • Act as a focal point (reporting, communication, etc.) in the event of implementation of partnerships.
  • Identify and maintain a local operational communication network with key stakeholders (local authorities, civil society organizations, etc.).
  • Represents SI at meetings and forums concerning programs at the place of assignment.
  • Drafts administrative documents in conjunction with government authorities, communities, and partners (MoUs, project handover, etc.).
  • Reports, in accordance with established procedures, any information on the security situation or any event that could have an impact on the safety of SI teams and activities.
CAPITALIZATION AND CLOSURE
  • Ensures the dissemination of SI technical documentation and the archiving of all key program documents.
  • Drafts and shares capitalization documents using SI tools and in accordance with established procedures.
  • Ensures program closure with the support of all stakeholders (support departments, partners, target communities, local authorities, etc.).
  • Writes and shares their handover report before the end of his employment contract.
FIGHT AGAINST ABUSE
  • Creates and actively collaborates in the establishment of a work environment that prevents inappropriate behavior.
  • Participates in communicating with the existence of SI's ethical framework.
  • Respects at all times the protection of information exchanged in the context of a report and its processing.
  • Implements measures to mitigate the risk of abuse.
FILING & ARCHIVING
  • Support program manager for filing and archiving the documents he produces in accordance with internal procedures.
FOLLOW-UP ON RECOMMENDATIONS
  • Support program manager for implementing recommendations within his area of responsibility.
PARTNERSHIPS
  • May contribute, in line with their role and responsibilities, to the verification of SI implementation partners.
  • May contribute to the implementation of a plan to support and strengthen SI partners.
  • May participate in the requirements for monitoring the actions of partners in line with their role and responsibilities.
INTERNAL CONTROL
  • Responsible for ensuring that the documents he produces comply with regulations.
MANAGEMENT
  • Responsible for the proper implementation of HR policies and processes to ensure that the right number of people with the right skills are available for the activities under his responsibility:
  • Analyzes, quantifies, and qualifies the human resource needs of his team
  • Recruits and trains the team under his responsibility
  • Evaluates the performance of team members
  • Trains and supports team members
  • Leads and communicates with his team

Studies: Bachelor or equivalent, in Engineering or equivalent in water, sanitation or related field (hydraulic, water treatment, hydrogeology etc)

Experience: 2 years' experience in this technical field and in a management position, preferably in the humanitarian field.

Languages: English professional working, fluent in Arabic

Skills:
  • Ensure compliance with administrative procedures for the management of advances and payment of suppliers
  • Good oral and written communication skills in English  
  • Genuine commitment to the principles and work of SOLIDARITES INTERNATIONAL. 
  • Previous experience with an international or local organization operating in Gaza strip 
  • Demonstrated track record of team management, external representation, and maintaining relationships with community stakeholders
  • Ability to work under pressure, identify risks to implementation, and recommend mitigation measures
  • Willingness to operate flexibly, supporting teams in the field and problem-solving issues that arise
  • Experience capacity building team members on tools, SOPs, and other areas that are identified as gaps in knowledge/ability
  • Good command of Excel, Word, AutoCAD, etc.
  • Strong adherence to procedures and rules
