CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include the restoration of Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.

Position Location: Gaza - Palestine.
Length of Contract: 6 months with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.
The Supply Chain Officer is responsible for supporting and implementing procurement activities for CARE Palestine in Gaza. The position ensures that procurement processes are conducted in line with CARE policies, donor requirements, and internal control standards, while maintaining transparent, complete documentation. The Supply Chain Officer will manage routine procurement processes, prepare and review procurement files, coordinate with requesters, vendors, procurement committees, logistics, finance, and program teams, and follow up on delivery, payment, filing, and reporting requirements. The Supply Chain Officer works under the direct supervision of the Senior Supply Chain Officer and contributes to the timely, compliant, and efficient delivery of goods and services for CARE operations and programs in Gaza.

Responsibilities:
1) Procurement Process Management and Compliance (65%):
- Manage routine procurement processes, including preparation of RFQs, collection of quotations, preparation of purchase orders, and follow-up with suppliers and requesters.
- Prepare and review procurement documentation to ensure completeness, accuracy, compliance, and audit readiness before submission for approval.
- Support the preparation of tender documents and tender releases, including coordination of publication and communication with vendors.
- Coordinate bid opening sessions and support the preparation of Summary Bid Analyses, ensuring that procurement decisions are properly documented and justified.
- Review procurement files to ensure all required documents are included, such as purchase requests, quotations, bid analyses, approvals, purchase orders, delivery documentation, invoices, and payment requests.
- Coordinate with requesters and procurement committee members to clarify specifications, finalize procurement analysis, and support timely procurement decisions.
- Submit finalized procurement files, SBAs, and recommendations to the Senior Supply Chain Officer for review and approval.
- Ensure procurement processes follow CARE policies and procedures, including transparency, competitiveness, value for money, segregation of duties, and donor compliance requirements.
- Maintain accurate procurement trackers and provide regular updates on procurement status, pending actions, and delays.
2) Vendor, Supplier, and Delivery Coordination: 30%
- Coordinate with vendors and suppliers on quotations, purchase orders, delivery timelines, invoices, quality issues, and required documentation.
- Complete and update vendor registration forms and supplier documentation, and support the review of supplier records.
- Maintain and update the supplier database, including vendor contact details, performance feedback, and contract-related information.
- Coordinate with logistics, warehouse, program, and finance teams to ensure timely delivery, receipt, documentation, and payment processing.
- Follow up on delivery discrepancies, incomplete documentation, or quality concerns and escalate issues to the Senior Supply Chain Officer when needed.

Qualifications:
Required:
- Bachelor’s degree in Business Administration, Supply Chain Management, Logistics, Accounting, Finance, Public Administration, or a related field, or an equivalent combination of education and relevant work experience.
1. Minimum two (5) years of relevant professional experience in procurement, administration, logistics, or supply chain support roles.
2. Demonstrated experience supporting procurement processes, including preparation of RFQs, purchase orders, vendor communication, and procurement documentation.
3. Experience maintaining organized filing systems and documentation for procurement and administrative records.
4. Experience supporting office administration functions, including coordinating meetings, managing office supplies, and maintaining operational trackers.
5. Experience preparing payment requests and supporting petty cash management in accordance with financial procedures.
6. Strong working knowledge of Microsoft Office applications, particularly Excel and Word.
7. Ability to communicate effectively in Arabic and English, both written and spoken.
8. Strong organizational skills, attention to detail, and ability to manage multiple tasks in a fast-paced environment.
