Consultants /Consultancies Companies for "Developing Financial Systems"
The Community Media center (CMC) is an independent nongovernmental organization based in Gaza and was established and started working at the beginning of 2007 by an initiative of a group of activists in the civil and media work, to promote and activate Palestinian media role towards humanity issues, to highlight it through different means of media, aiming to help creating suitable opportunities to solve them and to improve the living conditions, through working on many project which contribute achieving an active Palestinian media representing the Palestinian community issues.
CMC is implementing " Audio- visual documentation of young women rights' violation in Gaza strip" project, in partnership with CRS and funded by USAID, which aims to document the young women rights' violations in Gaza strip, to attract the decision makers' attention on every level to get them involved in finding solutions in order to achieve the change we are seeking, on both levels of awareness and action.
Through this project CMC is seeking a consultant/consultancies' companies to contract, for developing financial systems.
Tasks under this consultancy:
- Reviewing the existing financial manual and developing it in terms of policies and procedures
- Developing financial forms according to the new manual
- Developing salary scale.
Qualifications and Skills:
- To have a master degree or PhD in accounting or accounting branches.
- To have proven practical experience in consultancy for financial systems for 3 - 5 years
- To be committed to implement the development process in one month.
Duties and Responsibilities:
- Developing the financial manual, financial forms and salary scale.
- Conduct a workshop session to introduce the manual to staff and board members in order to ratify it
- Include any changes or clarifications needed by CMC.
Final Deliverable
- An updated financial manual approved by CMC board members
- Salary scale for current positions and future ones according to CMC organizational structure.
Notes:
- Developing process's starting date will be determined immediately after the bids opening session and making the decision of selecting the winner offer.
- Financial offer is submitted separately from the technical offer, each in a separate envelope
- Offer can be divided.
Technical offer should have the followings:
- The applicant's CV and consultancy experience documents
- The action plan for developing process time bounded; this must also include work methodology and description of final deliverable
- It is preferable to enclose a sample of similar previous work
Financial offer should have the following:
- Amount of money required to apply these services.
- Providing the needed services with detailed separation of cost of each task mentioned above.
Contracting process:
- CMC will evaluate the technical offers at first and then will evaluate the financial offers for successful technical offers.
- The winner offer should provide "zero VAT” bills, in the name of USAID-CPP-Reflections-CMC. (For consultancies companies).
- CMC is not obliged to accept the least price.
- Offers delivery should be in CMC office.
- The winner offer should commit to CMC contracting procedures, and sign the USAID mandatory clause.
- CMC has the right to defrag or cancel the pricing offer.
- All documents of pricing offer should be signed and stamped.
- Offer will be evaluated and compared according to the technical requirements mentioned in the TOR, the best offers must meet the required standards regarding the technical and financial abilities.
