JOB DESCRIPTION
Job Title: Finance and Administration Manager (FAM)
Reporting to:Country Director
Department/Project No.:Finance and Administration

Job Purpose Summary
Responsible for finance, logistics, IT, human resources and administration departments
Support the Country Director in the implementation of administrative procedures and personnel management
Work closely with the Program /Area Managers on administrative, financial, and budgetary issues.
Key Responsibilities
Financial Management
-Day to day responsibility for the running of the local Finance and Administration Departments/duties, including Logistics.
-Ensure that adequate financial management routines and systems are in place, and that NRC’s accounting practices and standards are adhered to, timely and in accordance with quality and policy requirements from NRC, donors, auditors and authorities.
-Maintain overall budget control and monitor cash flows and expenditures.
-Provide up-to-date analysis and required reports of the financial situation in the projects and the program to the Country Director, the Program Managers, Project Coordinators and the headquarters (HQ) in Oslo.
-Reconcile accounts with NRC HQ in Oslo on agreed dates.
-Maintain a particular responsibility towards transparency and accountability within finance and administration.
Training
-Conduct training in financial management,- monitoring and administrative procedures and maintain a supervisory role for the Finance-, admin.- and logistics Officers.
-Conduct training in financial management,- monitoring and administrative procedures, for NRC’s Program/Area Managers, Coordinators and other relevant personnel.
Logistic and IT tasks and responsibilities
-Ensure that NRC’s communications- and IT equipment is operational at all times, and that appropriate communications procedures are followed
-Ensure that logistics procedures are implemented in accordance with NRC guidelines, policies and Code of Conduct.
Human resources management
-Management of staff reporting directly to the FAM
-Maintain an administrative responsibility of local staff issues on behalf of the Country Director, i.e. contracts, job descriptions, salary scales, leave, benefit etc.
-Facilitate frequent meetings for the national staff, and update the staff on new NRC guidelines, regulations etc.
-Facilitate recruitment, induction courses and training of national staff.
-Ensure implementation of NRC standard personnel policy guidelines for national staff, including adhering to national labor laws, taxation systems and rules, social security and insurance etc.
-Conduct regular field trips to all NRC Palestine offices and Implementing Partners for control, monitoring and supervision purposes (within area of responsibility)
Administrative tasks and responsibilities
-Ensure that all necessary agreements, permits and licenses necessary for NRC’s operations are in place, and keep updated on national rules and regulations pertaining to the activities of NRC Palestine. This also includes visas and permits for expatriate staff.
-Ensure that archives are in use and maintained according to the NRC regulations.
Other duties
-Assist with any other duties assigned by the Country Director, as and when required.
Qualifications and Competences
ESSENTIAL SKILLS
-Solid experience of work with windows based computer software, and modern accounting-systems
-Proven management skills
-Ability to plan for different sets of scenarios in relation to budgets and plans
-Proven skills and experience in report writing
-Understanding of issues in complex emergencies and crisis contexts
-Strong communication, interpersonal, analytical and negotiation skills
-Political and cultural awareness and experience of working where insecurity is a major issue
-Fluency in the English, Arabic and Hebrew language, both written and verbal
-Holder of a valid and clean international driver’s license
PROFESSIONAL BACKGROUND
-Financial Management and Administration experience
-Logistics experience
FORMAL EDUCATION
-Relevant university degree, preferably business administration/financial management OR other relevant educational background combined with relevant professional experience. Experience from accounting and management may compensate for lack of formal education.
PERSONAL QUALITIES
-Ability to work with stress and under pressure, independently and with limited supervision
-Ability and willingness to work and live under difficult circumstances
-Willingness to travel to all areas of the country/region where the program is implemented, on a regular basis
