Procurement Officer - Qatar Charity - Gaza


Qatar Charity (QC) is an International Non-Governmental Organization and it’s been in Consultative Status with the United Nations Economic and Social Council (ECOSOC) since 1997

and was a member of the General Founding Conference of the Arab Network for NGOs. QC, Gaza Office invites candidates to apply for the following position:

Procurement Officer

Procurement Officer will be responsible to develop, implement and keep under review the Qatar Charity management arrangements for procurement and assurance of Adherence to the highest level of quality control and due diligence in all procurement policies and regulations.


Location: Gaza Strip
Duration: 1 Year (With Possibility to extend).
Deadline for application:16 Jan. 2014

Specific Responsibilities:
-Develop, in coordination with the GOD, procurement guidelines and provide procurement training to all QC staff as appropriate.
-Day-to-day management of procurement processes from the concept paper level to close-out, tracking procurement budgets, and ensuring robust quality control and compliance with signed agreements.
-Prepare solicitation and tender documents for all QC projects (e.g. contracts, direct procurement activities, etc.) under the overall direction of the Deputy Director and in close coordination with other team members.
-Undertake the tendering, evaluation, placement and monitoring of contracts including procurement of works, procurement of goods and services.
-Assist in selection of appropriate suppliers, contractors and service providers, to promote good procurement practice with due regard to sustainability, ethical purchasing standards and whole life costing.
-Develop and negotiate contracts with contracting companies, suppliers and service providers to achieve appropriate savings and service levels through projects/programs’ implementation.
-Develop and review all QC infield procurement contracts.
-Coordinate contract compliance, change orders, and problem resolution in conformance with contract law, consult with legal counsel as required, and ensure that all legal contract requirements are met under the overall direction of the Deputy Director.
-Attend project review meetings and ensures that all associated reports are adequately compiled and distributed as required.
-Serve as an operational and technical resource to all of project procurement staff in the communication and resolution of purchasing systems issues; negotiate successful resolution to problems or concerns; educate them about processes and procedures.
-Maintain effective procurement documentation and records in compliance with QC policies and procedures.
-Establish and maintain a central register of all contracts, develop appropriate data bases for key suppliers and main contractors.
-Ensure that all procurement elements of grant activities planned and implemented meet the highest standards of cost allowability, reasonableness of cost, procurement integrity, and effective integration between grant programmatic objectives and procurement support.
-As necessary, prepare analysis for the Office Director detailing all clarifications and modifications necessary for projects' procurement needs and issues.
-Updating the Projects/programs procurement plans periodically ensuring that Project entities are ready and timely due compliance requirements are available.
-Performing other duties as may be assigned by direct supervisor.


Skills & Minimum Qualifications:
-Bachelor’s degree in engineering, Finance, Business Administration or any other related field, with strong post qualification experience (minimum 7 years).
-Strong reporting and representation skills.
-Strong communication skills, with excellent written and spoken English.
-Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines.
-Demonstrated experience of team leadership and staff management.
-Experience of proactively identifying and addressing issues.
-An understanding of and commitment to QC’s mission and values.
