TERMS OF REFERENCE - Organizational Development Consultant Project:

Towards a Stronger and more Representative Disability Movement in Gaza Strip, occupied Palestinian territory, funded by CARITAS.

Handicap International (HI) is an independent international aid organisation working in situations of poverty and exclusion, conflict and disaster, working alongside persons with disabilities and other vulnerable groups. Handicap International is active in occupied Palestinian territory since 1996; HI gives the priority to the development of capacities of disable person's organizations at local, national, and regional level. HI aims at developing the mechanisms and capacities to enhance access to services and supporting initiatives to remove barriers and enhancing inclusiveness of the community development process. In addition to that HI gives priority to emergency response through development of capacities and contingency plans with relevant partners for a quick reaction in case a crisis occurs.
1.CONTEXT
Toward a sustainable change for persons with disabilities, the project is going to reach hundreds of persons with disabilities, their families, and their organizations through building on the achievements of the initial project and ensuring a sustainable development of a stronger and better coordinated disability movement in Gaza. Capacity building and organizational development are the main major components in the project, to enable persons with disabilities to advocate for their rights. The project will ensure that the disability movement positions itself as a key future stakeholder is able to contribute meaningfully to discussions on disability programming and policy-making in Gaza. This development is important as well for Disabled People organizations (DPOs) and Self Help Groups (SHGs) in order to avoid divisions and to assume a greater role as key civil society actors.
2. DESCRIPTION OF THE REQUIRED SERVICE PROVISION
2.1 Overall objectives:
The main objective is to support selected organizations DPOs, SHGs, and Together for Change Group Core Group (CG) to conduct an organizational development self-assessment and develop/Implement action plans based on a participatory approach. The consultant will provide his/her services during trainings, field visits, and will provide coaching and technical support to the DPOs/SHGs/CG on regular basis, for a period from March to September 2014, and will ensure monitoring and follow up till end February 2015.
2.2 Specific Objectives
2.2.1 Supporting 3 DPOs, 4 SHGs and CG to implement self-assessment: The consultant will support DPOs/SHGs/CG to assess their organizational performance, to identify problems, analyse them to identify areas of improvement, specific needs and priorities. The self-assessment must take inconsideration the differences between SHGs and DPOs,and it should support identifying the changes required at the different organizational levels, and should provide information on current strategies and performance related to their strategic plan, organizational/Group structure, development management, financial management, organizational/Group climate and culture, conflict management and employees/members commitment. Through the following main actions: Implementation of local introduction 3-day training to 16 representatives of DPOs, SHGs and CG on self-assessment (guidelines, objective, challenges, added value, self-assessment tool and implementation) Implementation of at least 20 coaching sessions to representative of existing DPOs/SHGs/CG on organizational development self-assessment 2.2.2 Supporting 3 DPOs, 4 SHGs and CG to develop SMART organizational/Group development action plans Based on the result of the self-assessment the consultant will support DPOs/SHGs/CG to develop SMART organizational/Group action plans to enhance their performance. The action plane should be in line with the mandate and roles of DPOs/SHGs/CG. The SMART action plan should include identification of the needs and priorities, the support needed, potential resources, clear actions need to be taken, and the needed budget to implement it. For each objective/ target of the organizational /Group development action plan, the consultant will ensure that performance development indicators and a timeframe are indicated through the following main actions: Implementation of a common 5 days Training for DPOs, SHGs and Core Group on general approaches for the development and implementation of organizational action plan based on the results of the self-assessment Individualized support through at least 20 field visits for DPOs/SHGs/CG for the development of their specific action plan 2.2.3 Supporting 3 DPOs, 4 SHGs and CG to implement the organizational/Group development action plans The Consultant will follow the DPOs/SHGs/CG implementation of their organizational/Group development action plan and will provide the technical support and recommendations as needed to them and HI disability rights /advocacy project team, taking into consideration the potential constrains through the following main actions: Implementation of at least 25 coaching sessions for DPOs/SHGs for the implementation of their individualized action plans. Support the review by DPOs/SHGs /CG of their organizational/Group performance (based on the assessment reports submitted by DPOs/SHGs/CG at the end of their self-assessment and field follow-up visits with recommendations). Provide Advices on possible funding opportunities that support DPOs/SHGs/CG to fully implement their action plans.
2.2.4 In addition to the objectives already mentioned, the consultant will provide any other technical support to the targeted DPOs, SHGs and CG as required.
2.3 Project Users: Disabled peoples organization (DPOs) Self Help Groups of persons with disabilities. Core Group: an informal network comprised of representatives of leading DPOs and SHGs in Gaza Strip to promote their internal coordination.
2.4 Summary of the Expected outputs Participatory organizational/Group self-assessment and action plans for 3DPOs/4SHGs/CG. Implementation of the SMART action plan by DPOs/SHGs/CG with coaching and following up by the consultant. DPOs/SHGs/CG improved their organizational skills SHGs promoted their skills to form formal organization CG roles were supported, enhanced to be active player in the disability movement
3-CONSULTANTS PROFILE
-Higher Education degree, preferably a master degree in organizational development and /or strategic planning / management development or other related fields.
-Proven technical expertise on organizational assessment and organizational development planning.
-At least five years of relevant work experience with DPOs, SHGs and / or INGOs.
-Good background on disability, disability movement, understanding aspects and differences between service providers and DPOs roles.
-Willingness to travel to the field
-Excellent communication, interpersonal, and training skills.
-Ability to work under pressure and within a team
-Ability to handle multiple assignments and meet deadlines.
-Having positive, innovative, inspirational and problem-solving attitude.
-Excellent command of English language.
4-SERVICE DURATION AND LOCATION
-The consultancy service provision contract is for 12 months starting from March 2014 until February 2015.
5-WORK SCHEDULE
-A detailed work plan for the OD consultant will be discussed and agreed upon in collaboration with the selected DPOs, SHGs, CG and HI after the consultant is identified & before signing the service contract with HI. The work plan will be an annex to the service contract.
6-REPORT
-Self-Assessment report for each DPO, SHG, and CG.
-Trainings reports
-SMART OD action plan for each DPO, SHG, and CG.
-Monitoring & Performance development progress.أکevaluation tool for DPO, SHG, and CG.
-Technical support and coaching monthly report.
-Monthly report on the OD Action plan implementation progress report.
-Final OD outcomes report for each DPO, SHG, and CG (based on the assessment reports submitted by DPOs/SHGs/CG at the end of their self-assessment and field follow-up visits with recommendations)
7-RESOURCE PERSON
-Within the framework of the service provision, the consultant will be asked to collaborate with Handicap Internationals disability rights/advocacy Team and in particular with The Project Manager and The Project Assistant who will be the focal contact persons for this service support & follow up.
8-BUDGET The interested candidates consultancy offices / companies shall provide Handicap International with an offer including full proper price quote and financial expectations according to the services proposed. fitting with the following points:
-Prices shall be in English and with ILS currency.
-Prices shall be inclusive of VAT
-Price will include transportation and communication fees
