IT and Procurement Assistant – Jerusalem-WHO seeks to recruit IT and Procurement assistant for its Palestine office, based in the Jerusalem office.

Purpose of the post:
To support the WHO Representative’s Office needs for information technology and communication technology (ICT). To supervise the installation, maintenance and proper use of ICT resources at the WR Office. To assit the WR Office’s staff in utilization of ICT resources for improvement of productivity and performance of work. To coordinate with the Regional Office ICT support to deploy and support regional applications. To assist in needs assessment and verification of ICT infrastructure and applications at WRO and country project.
Objectives of the programme:
1)Design, implement, manage and train on computer-based applications including health information systems, database management, health n the internet, at the Regional Office, Country Offices and Member States including human resources development, provision of ICT infrastructure, needs assessment, networking and resources sharing and application management and engineering;
2)Coordinate the design, development and formulation of policies and work of the Regional Office for application of information Technology in health care delivery;
3)Advise, as principle adviser, the senior management on ICT regional strategy;
4)Design and implement policies and plans of action for improving the technology infrastructure and usage in the Regional Office and Country Offices.
Organizational context:
The incumbent works under the supervision of the Admin and Finance Officer, operational guidance from the ITT Regional Adviser and overall guidance of the Head of Office, in order to ensure an operational IT environment in country/field offices that is robust, available, monitored, reliable, flexible, well-performing, industry-standard, and stays ahead of the capacity demands of clients.
As a team member, this role requires frequent and continuous interaction with Regional Office, and Country Office and/or Sub-offices.
Description of duties:
ITT duties:
-Provides technical support required for the administration and operation of the WHO Offices Local Area Network, Wide Area Network and Internet based communications including GSM, hardware/software requirements, network protocols, data security measures and assists in system integration through multiple LAN servers and protocols;
-Coordinates, with the Informatics Management Support unit at the Regional Office, the installation, set up, and implementation for computer applications to facilitate workflow and implementation of technical programmes including standard office applications, Internet and e-mail services and other country office applications on the country office LAN;
-Installs, sets up, assists in configuration and certifies compliance with standards and specifications of new hardware and software in offices of WHO supported projects in the country;
-Conducts assessment and evaluation of ICT needs in support of WR Office and national health programmes and communicates results to the Regional Office for coordination and approval of action;
-Advices on ITT related procurement and prepares and verifies receiving reports of newly received data processing equipment for the WR Office;
-Advices on ITT related issues for the WHO sub office in Gaza;
Procurement
-Respond to projects’ requests related to procurement of goods, while ensuring that the requested deadlines are respected, in addition to their prioritization. Maintain complete project files of purchase orders. .
-Submit the requests with all relevant documents in GSM; follow up on the system and make sure of the finalization of each request. Identify gaps and recommend solutions. Prepare special reports, evaluations and justifications related to area of work.
-Organizes requests to suppliers for submission of bids, bid opening and review meetings, including drafting agendas and arranging the venue. Issues memos and/or emails of invitation to the selected committee members and ensures that suppliers’ files are complete and available to each committee member. Prepares the Note for the Record of the deliberation, including its recommendations.
-Perform other related duties upon the request of the AO and/or Head of Office.
Achievement Activities include:
-Improvements to users software and hardware support at the WHO Office;
-Efficient local contracts services related to ICT support at the WHO Office;
-Assessment of ICT training needs and provision of training to staff;
-Timely processing of procurement requests;
-Well maintained and updated supplier database and completed files for all procurement transactions.

Functional skills and knowledge:
-Good knowledge of microcomputer operations & procurement regulations and procedures
-Excellent knowledge of Windows Operating Systems and Windows based networking environment;
-Excellent knowledge of Windows based back office and desktop applications;
-Knowledge of basic telecommunications technologies and Internet based protocols
-Good knowledge of Proven communication and negotiation skills
-Very good organizational skills, ability to meet deadlines
-Good analytical skills.
Education:
Essential: Completion of secondary education; Training in area of informatics or telecommunication; Formal training on Windows Operating Systems family; Formal training on MS Office Suite.
Desirable: University degree in computer science, computer engineering, or related field is an asset.
Experience:
Essential: Six years of progressive related experience in operation of computers, hardware maintenance/trouble-shooting and software support, as well as related experience in procurement.
Desirable: Relevant experience in WHO/other UN agencies.
Languages:
Fluency in Arabic and English required. Good working knowledge of Hebrew is an asset.
Other:
Knowledge of GSM/Oracle applications is an asset.
Duty station, type and duration of contract:
Duty station is Jerusalem. Fixed term contract contract for 12 months with possibility of extension.
