ANERA is an international, non-profit, non-governmental organization implementing infrastructure projects in the West Bank and Gaza.

ANERA is recruiting for a number of vacancies in its Jerusalem, Nablus and Hebron Offices under the Palestinian Community Infrastructure Development (PCID) Program, USAID-funded program as follows:

Infrastructure Engineers/Multiple Positions -
Hebron and Nablus Offices

General Roles & Responsibilities
The Infrastructure Engineer will be responsible for providing daily engineering tasks including contract administration/supervision both at the office and at project site(s). The Infrastructure Engineer is expected to have excellent communication skills and ability to coordinate with partner community representatives, engineering firms, and PA ministry representatives at the project site level. The Infrastructure Engineer must have excellent reporting and writing skills under considerable time constraints and while balancing multiple priorities.

Duties and Responsibilities Include:
-Conducting field visits to the communities and participation in identification/ prioritizing of projects.
-Supervise the implementation of project activities on site including: daily supervision of activities, issues site instructions to contractors, ensures compliance with contract documents, verifies executed works and certifies payments requests from contractors.
-Oversees the supervision activities of the site engineers.
-Assist in implementing site safety procedures.
-Verify on-site measurements, review and recommend issuance of payments to contractors.
-Coordination with representatives of the local community on issues related to project implementation and supervision activities.
-Coordination with PA ministries’ representatives (at the community level) on project implementation details.
-Assist in the project Handing Over Process (receiving from contractor, and handing to the local community).
-Supervises/Oversees operation, maintenance and training procedures.
-Overall project reporting including site reporting and keeping of site project files, progress reporting, project budget control…etc.
-Verify on-site measurements, review and recommend issuance of payments to contractors.
-Assist in implementing safety and site procedures.
-Any other duties as requested by supervisor.
Minimum Requirements:
-An undergraduate degree in Civil/Construction/Architectural/Electromechanical Engineering, a graduate degree in related fields is a plus, with a minimum of 5 years of proven experience, preferably with a background working with international organizations.
-Excellent computer software skills, including Microsoft Office
Applications, AutoCAD and other engineering software, as well as Internet research abilities.
-Arabic and English fluency (both oral and written) is essential.
-Flexibility, excellent interpersonal and communication skills, and the ability to work well with all levels of internal and external contacts.
-An expressed interest in international development through coursework, travel, and/or internship experience is desired.
-Ability to travel all around the West Bank.
-Possession of a clean driving license, in addition to a good geographical knowledge of the area
