Background:
Through a co-financed fund from the Government of Japan, the Kuwait Fund for Arab Economic Development through the Islamic Development Bank and UNDP; UNDP/PAPP is initiating a large scale program for the construction of Khan Younis Waste Water Treatment Plant (KY WWTP). KY WWTP is a strategic environmental programme aims at protecting public health, water resources and environment of more than 320,000 residents of Khan Younis Governorate while developing public and social infrastructure in the Gaza Strip.” The Programme manager provides the day to day management to the implementation of Khan Younis Waste Water Treatment Plant on behalf of the Project Executive Group within the outlines set by the approved project document. The Programme Manager’s prime responsibility is to ensure that the project produces the results specified in the developed Annual Work Plan (AWP), to the required standard of quality and within the specified constraints of time and cost. S/he cooperates with program and the operations teams in the Gaza, West Bank and Jerusalem, UN Agencies, UNDP/PAPP counterparts and civil society as required to ensure proper progress and success of all projects’ activities. UNDP/PAPP- is seeking a candidate to fill the position of Position Programme Manager, under the overall guidance of the Team leader for infrastructure and under the direct supervision of the Head of Infrastructure in the Gaza office. As this position is related to Khan Younis Waste Water Treatment Plant Project in the occupied Palestinian territory with an expected duration of Project Duration in 4 years, the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the project.
Description of Responsibilities:

The Programme Manager will be required to manage the following specific tasks:
-Manage implementation of results as described in projects’ documents; manage budgets and prepare any necessary budget revisions; manage production of work packages and work products as necessary to produce results; produce regular project plans, including for design, engineering, construction, procurement, training and capacity building packages; ensure work is coordinated with the Operations Department for the provision of support services in finance, procurement, logistics, HR and general administration services; preparation of the content of internal Standard Operating Procedures in Results Management Analyze and identify areas for support and interventions within the thematic areas covered by the programme during the course of implementation.
-Identify and obtain any support and advice required for the management, planning and control of the project;
-Ensure the provision of top quality advisory services and facilitation of knowledge building and management relating to the area of the intervention of the programme
-Define and supervise all capacity development efforts to be conducted as part of the programme for gradual transfer of knowledge and expertise ensuring sustainability of results;
-Mobilize the project to initiate activities, including drafting TORs and work specifications;
-Monitor events as determined in the Monitoring & Communication Plan, and update the plan as required;
-Oversee the management of financial resources and accounting to ensure accuracy and reliability of financial reports;
-Ensure compliance with UNDP standard planning and reporting tools in Atlas (progress against planned activities, update on Risks and Issues, expenditures);
-Manage and monitor the project risks as initially identified in the Project Document, submit new risks for consideration and decision on possible actions if required; manage project risks through the formulation of risk mitigation strategy, and the implementation of risk mitigation action plan, and, provide risk mitigation monitoring reports through regular updates to project’s risk logs)Ensure the preparation and clearance of annual work plans, as well as quarterly plans to implement proposed activities and submit for approval; ensure preparation and clearance of all applicable human resources and Procurement Plans in line with the project activities.
-Review designs of the construction activities, and bring to the attention of the Engineering Analyst any issues that might affect the technical soundness of the works; check and review the shop drawings as submitted by the contractor;
-Oversee planning and provide technical oversight for all activities to be implemented as part of the programme
-Manage contracts with suppliers, vendors, contractors, and other implementing partners;
-Provide direction and guidance to the technical team of national and international personnel with a focus on efficiency, effectiveness, and job satisfaction; participate in recruitment of new personnel as required, including drafting TORs and work specifications; conducts regular performance evaluations. In doing so, s/he obtains inputs from personnel as required;
-Prepare monthly progress briefs for the construction activities in line with the project's planning, reporting and monitoring guidelines and the requirements of the project document to be submitted to UNDP senior management, and participate in inter-agency coordination mechanisms as relevant
-Prepare and submit an Annual review report to be used for donors and partners, including the production of lessons learnt and success stories derived from implementation, in support of the development of policies and institutions in the area of intervention of the programme;
-Contribute to the development of new project interventions by formulating project ideas and concept notes within the scope of the programme and engaging donors/clients, including other UN agencies, and stakeholders on these ideas;
-Manage the transfer of project deliverables, documents, files, equipment and materials to national beneficiaries;
-Lead the monitoring and evaluation of all project activities and project benchmarks;
-Perform such other related duties as may be assigned.

-Maintaining accurate, quality and complete project documentation as identified in responsibilities
-Production of accurate, quality, timely and complete project reporting
-Active coaching and mentoring of project staff
-Success in establishing an effective project team that meets its targets and contributes to the on time delivery of the project needs
-The successful results of the project will contribute to the overall success of UNDP/PAPP Infrastructure interventions and achieved results in the oPt in connection with UNDP/PAPP strategic plan.
-The eventual results will contribute to achieve a positive impact on the whole residents of Khan Younis, the second largest city in Gaza strip, through providing proper treatment of waste water generated and making it fit for recharging into the ground ready for reuse. The intervention will stop partially the pollution to the environment of Gaza Strip including the ground, Mediterranean Sea and the water aquifer.

Qualifications :

Education: Minimum of Masters degree in infrastructure (water sanitation, mechanical, civil). Bachelor of Science may be considered with additional years of experience.
Experience:
-With MA degree, minimum of 6 years of relevant national or international experience of which minimum of 4 years in the field of development;
-With BA degree Minimum of 10 years of relevant national or international experience of which minimum of 6 years in similarly complex waste water related programs;
-Proven experience in dealing with local government challenges, NGOs, and bilateral and multilateral donors;
-Demonstrated inter-personal, negotiation and team leading skills required;
-Previous experience with an international public and/or private sector Organization a basic requisite;
-Fluency in both of the Arabic and English Languages.
