JOB DESCRIPTION The successful candidate for this job will be responsible for providing supervision, monitoring and evaluation support to programmes and projects (regular and emergency) implemented by the Agency in a way that contributes to the development, success and sustainability of the Agency’s services delivery to the refugee community. He/she is responsible to the Field Programme Support Officer in the field.
MAIN RESPONSIBILITIES In accordance with established Agency policy and procedures, the ideal candidate:
Works closely with the GFO Departments on programmes and projects to develop implementation plans and monitoring/supervision mechanisms and mainstreaming of key cross cutting issues;
In coordination with The Field Programme Support Officer, identifies and reviews programme/projects needs, initiates, develops and maintains the Field’s lists of priority projects;
Identifies on a timely basis project barriers and proposes strategies and approaches to overcome these barriers to the relevant Departments, as well as ensuring communication on programme/project status including potential risk to UNRWA to Field Programme Support Officer;
Is responsible for monitoring of project progress according to proposals submitted including follow up on obligations and settlement of outstanding commitments, to ensure that project goals and objectives are met within the budget allocation and timeframe, including project monitoring visits;
Ensures proper, professional, documented and clear communication with External Relations Department, and Field Departments regarding all aspects of projects/programme activities;
Performs such other duties as may be assigned.
PERSONAL & PROFESSIONAL COMPETENCIES
A university degree in management, public policy, business administration, human sciences, development studies or related fields.
Minimum of four years’ related professional experience particularly in connection with programmes/projects design and planning, monitoring, financial management and evaluation.
Excellent command of written and spoken English.
Ability to plan and prioritize the work under tight deadlines and handle multiple concurrent activities;
Positive attitude and strong analytical, interpersonal and communication skills;
Good knowledge in programme management cycle and results based management;

Affinity with cross-cutting issues of gender, disability, youth and protection;
Proven ability to exercise initiative;
Proficiency in using computer applications, including Excel and Ms Word;
Demonstrated skills in financial tracking and monitoring.
It is desirable to possess knowledge of UNRWA Rules and Directives and a valid driving license.
CONDITIONS OF SERVICE
Basic Salary: monthly basic salary $1670.58
Contract Duration: one year.
EQUIVALENCY
Candidates with an equivalent combination of relevant academic qualifications, professional training and
progressive work experience may also be considered.
