Background:
Al-Fakhoora Dynamic Futures Programme aims at effectively building a cadre of educated and trained leaders who are civic- minded, intellectually able, and professional to become community, Business, and national /global leaders of the future. The programme avails opportunities for Palestinian university-level students to actualize their professional and leadership potential by overcoming socioeconomic, political and cultural limitations and becoming enabled to productively engage in society. Started in 2009, UNDP and its partners have envisioned this long comprehensive program that links the provision of more than 1000 educational scholarships for post-secondary students to other supporting interventions such as; leadership and advocacy trainings, Students Services , economic empowerment for scholars’ families, career guidance, academic advising, civic engagement, and different personal and professional development opportunities. The program consists of two phases: One which started in 2009 and is expected to end by 2017, and a second phase which started in 2014 and is expected to end by 2021. The two phases are managed under the same management unit.
Under the direct supervision of the Programme Manager, and the general oversight of the Poverty Reduction Team leader and the Gaza head of office, the Project Coordinator for Quality Education and Student Services will provide support and admin services ensuring high quality, accuracy, and consistency of work.
The Project Coordinator for Quality Education and Student Services will coordinate closely with Al Fakhoora Dynamic Futures’ programme Manager and team to effectively and efficiently implement Quality Education and Student Services activities for the beneficiary students. S/he will manage the relationship with the implementing partners, and supervise the implementation of the sub-components under Quality Education and Students services. The Project Coordinator for Quality Education and Student Services is expected to coordinate with other project coordinators and local implementing partners to: Assess, enhance, and implement Quality Education and Student Services components to serve the current on ground 300 scholars and the coming 700 ; fully supervise the establishment of the programme’s Al-Fakhoora Students Services Unit (SSU), follow up and closely monitor Al-Fakhoora House activities, and ensure the quality of the provided services to all contracted students of Al-Fakhoora Dynamic Futures Programme.
S/he will supervise the selection process and enrollment of local undergraduate students through online applications and interviews processes, develop implementation guidelines/manual and students Handbooks, follow up capacity development plans for the student services’ team, and to work closely with the Reporting associate to develop the quality education and student services M&E manuals. S/he will supervise the implementation of the international Masters’ scholarships subcomponent, and the international Vocational -TVET training subcomponent, and to enhance policy impact on higher education.
UNDP/PAPP- is seeking a candidate to fill the position of Project Coordinator for Quality Education and Student Services, under the overall guidance of the team leader , and the Gaza Head of Office , and the direct supervision of the Programme Manager. As this position is related to Fakhoora Project in the occupied Palestinian territory with an expected duration of 7 years , the Service Contract extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the project.


Description of Responsibilities:
-To Operationalize the Quality Education and Student Services components to serve all contracted local and international students who are benefiting from the programme and in line with the programme‘s vision and startegy.
-Provide quality assurance on the work of partners responsible for the achievement of targeted outputs and results for Quality Education and Student Services.
-Together with the working team, the Sub Recipients, and Universities, coordinate and ensure timely implementation of the Al Fakhoora Dynamic Futures Quality Education and Student Services in Gaza and West Bank.
-Implementation of project strategies, policies, coordination and technical assistant
-Provision of top quality advisory services to the, Partner NGOs, Government and other stakeholders and facilitation of knowledge building and management Coordination.

1-Function / Expected Results
-Identify quality education and students services strategies for scholars who are currently/will be studying the at different local universities in Gaza, international universities worldwide, and international TVET centers;
-Coordinate and serve as PMU focal point for all activities related to domestic scholarships;
-Coordinate and serve as PMU focal point for all activities related to student services
-Lead annual work planning for all activities and budget related to quality education and student services; domestic undergraduate scholarships, international scholarships, international TVET training, and the students’ services.
-Share progress reporting with the Reporting associate.
-Coordinate and serve as PMU focal point for all activities related to international Masters scholarships and the international TVET training.
-Ensure efficient and effective implementation for the approved work plans and activities on accurate and timely manners.
-Identify and closely supervise the implementation of the quality education and technical assistance to be provided to local universities and the main actors in the Palestinian higher system.
-Provide technical supervision to the sub-recipients and involved local implementing partners.
-Supervise operation/implementation on the ground, develop processes and manuals for relevant tasks.
-Formulate terms of references (TORs) and specifications to carry out necessary assignments and missions to serve the project including the participation in project related screening, review and selection procedures.
-Coordinate with relevant actors in universities, career guidance services, build the academic mentors system , and the students services.

Programmatic Monitoring and Evaluation
-In close cooperation with the Reporting associate develop the monitoring and evaluation manual for the quality education and students services.
-Work in close cooperation with the programme’s Reporting Associate to finalize and implement monitoring and evaluation plans for the quality education and students services.
-Follow up on performance indicators/ success stories , targets and milestones.
-Follow up on the quality education and students services related financial expenditures, disbursements, budgets, and work plans, and ensures compliance with agreed budgets and targets in Liaison with the Finance and Admin Associate.

Reporting
-Develop quarterly progress reports on quality education and students services activities in close collaboration with the Programme team and relevant implementing partners.
-In close cooperation with the Reporting Associate ensures accurate and timely progress reporting.
-When required, prepare updates and briefings with regard to implementation of the quality education and students services activities. and the related Monitoring and Evaluation indicators in coordination with the monitoring and evaluation Associate.

Outreaching and Partnership Building
-Facilitate partnerships with a wide variety of governmental, non-governmental, multilateral and private sector organizations to strengthen programme achievements
-Contribute to the resource mobilization strategy by analyzing information on potential donors, identify opportunities for cost sharing,
-Assist and lead the nationalization of the programme for the quality education and students services components in coordination with local national higher education institutions.

2-Function / Expected Results
-Effective support to programme team in identification, documentation, synthesis of lessons learned and best practices to be integrated into broader knowledge management efforts.
-Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy
-Work closely with the communication coordinator to strengthen communication between the Programme and stakeholders; Partner organizations , universities, business , and all involved.
-Ensure the efficient updating of data through regular and ad hoc visits and follow up.

Impact of Results
The key results have an impact on the success of project within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets, and achieving the successful Project implementation in line with the objectives of the project and UNDP rules, regulations and procedures that are critical to ensure the achievement of project outcomes.

Qualifications :
Education:
BA in Management , Business administration, Education, Communications and any relevant Fields.
Master’s Degree or equivalent in education , Education systems , Quality assurance in education, leadership, MBA, Youth Empowerment , , communications Management, or Social Sciences, would be an important asset.

Experience:
-minimum 4 years of relevant experience of Human Development in governmental/non-governmental organizations, hands-on experience in design, monitoring and evaluation of education and development projects.
-At least 3 years of Proven practical experience in youth empowerment and leadership through education.
-Experience in scholarship programs or relevant fields
-Proven experience in Programme or project management
-A strong knowledge of the employment sector, market needs, internship, youth skilling, community services , Alumni networking , advocacy , and the education and training sectors.
-Knowledge on admission procedures to international universities and study programme.
-Experience in monitoring and evaluation tools for education and scholarship programs.
-Excellent use of project management software and Microsoft applications ( Word, Excel ,..)
-Experience with UN agencies or INGOs is an asset
-Knowledge of UNDP’s rules, regulations, and procedures is an asset

Language Requirements:
Proficiency in both written and spoken English and Arabic, and ability to present coherent and well-structured analysis and articulation in both languages.
