Job Description

Overall objective

Première Urgence-Aide Médicale Internationale (PU-AMI) is an international apolitical and non-religious non for profit organization intervening in more than 20 countries around the world to help people to survive and rebuild their lives. Première Urgence and Aide Médicale Internationale merged in 2011 to offer a better range of lifesaving care and life-changing assistance to communities affected or forced to flee from war or disaster.

The Protection Officer’s Role is to enhance the internal and external reporting and co-ordination capacities of PU-AMI in timely defining appropriate responses following a protection incident. The primary responsibilities of the Protection Officer are to ensure the systematic initiation and follow-up of protection activities, to coordinate with other stakeholders, and to contribute to the advocacy campaign against settlers’ violence conducted by PU-AMI.

Tasks and Responsibilities
-Establishing an efficient networking with the local communities under protection threats in order to be timely warned about every protection incidents occurring in the area of intervention;
-Among the targeted communities, identifying the needs of training and awareness raising regarding protection threats and structuring their capacities of documenting each incident and monitoring the response provided;
-Undertaking immediate field trips (within 24 hours maximum) after each protection incident within the area of PU-AMI’s project (northern WB);
-Following an evidence-based approach to ensuring adequate investigation, data collection and documentation (incident report, photos of damages or injuries, medical report, complaints, etc…) of all protection incidents occurring in the area of PU-AMI’s project;
-In close collaboration with PU-AMI’s Quality Department and any potential partner; ensuring a detailed needs assessment (per affected household when necessary) after each protection incident to determine the most appropriate integrated and coordinated response to be provided;
-Maintaining and strengthening the rapid response mechanism in place, in particular ensuring a proper data management system to specifically monitoring the continuum incident-assessment-response, developing a reactive and efficient internal and external communication flow, measuring the effectiveness of the response and identifying potential gaps;
-Under the supervision of the WB Field Co, reporting externally with other relevant organizations about protection incidents (Protection Cluster, OCHA, any local, Israeli or international NGOs when relevant) and coordinating the implementation of the response when it relies on several actors;
-Analyzing protection incidents, patterns and trends;
-In conjunction with the WB Field Co, advising on emerging/changing protection-related issues;
-Preparing monthly reports on protection activities;
-In close collaboration with the Deputy Head of Mission and the Advocacy Officer, providing input to the advocacy efforts of PU-AMI, more specifically in preparing case studies;
-Supporting the organisation of briefing/field trips with visitors, preparing briefing files, etc.;
-Providing support to the Field Co in representing PU-AMI at protection related working groups.

Duty Station

This position is based in PU-AMI Field Office in Nablus with (nearly) daily travel throughout the West Bank and continuous travel to Ramallah to participate in cluster meetings.



Required Profile

Required knowledge and skills
-Bachelor degree preferably in the field of Law, Social or Political Science, International relations, Project Management or related field.
-Minimum of 2 years of relevant working experience in related fields with a focus in the area of protection/promotion of Human rights and/or international humanitarian law.
-Previous work experience with international NGOs will be preferred.
-Valid and clean driving license.

Required Personal Characteristics (fitting into the team, suitability for the job and assignment)
-Very good knowledge of North West Bank villages and ability of movement in the field.
-Experience in the collection, analysis and interpretation of protection related information, including data base management tools;
-Ability to influence and liaise effectively with key stakeholders, local Palestinian authorities, and Israeli administration/ISF when necessary.
-Ability to work independently and as a collaborative team member in complex and often difficult operating environments
-Ability to independently organize work and prioritize tasks
-Fluency in written and spoken Arabic and English
-Professionalism, presentation, communication and networking skills.
-Ability to work under pressure.
-Ability to work with various partners, in a spirit of openness, and with adaptable communications strategies
-Ability to write reports and follow-up execution of projects’ activities.
-Self-motivated, diplomat, honest, highly responsible, and punctual
-Computer skills, in particular MS Word, MS Excel, MS Outlook, MS Project and the Internet
