Assignment Title: Hiring a Time-Base Full-Time Procurement Specialist
Reference No.: GZ-MOFP-484846-CS-INDV
The Palestinian Liberation Organization, for the benefit of the Palestinian Authority, has received financing from the World Bank, and co-financing from the Global Partnership for Results-Based Approaches (GPRBA), and the Palestinian Partnership for Infrastructure Development Multi-Donor Trust Fund (PID MDTF) towards the cost of the West Bank & Gaza Real Estate Registration Project (RERP), and intends to apply part of the proceeds for consulting services.
The Consultant will be hired by the Ministry of Finance (MoF) for the benefit of the Palestinian Land Authority (PLA). He/she will be working and reporting directly to the Project Manager. The selected procurement Specialist will be in charge of (i) processing all aspects of project procurement in accordance with the World Bank Procurement Regulations for Investment Project Financing Borrowers (July 2016) and all its Subsequent amendments, the approved procurement plan and the Grant Agreement, (ii) supporting the MoF’s Procurement Department in processing the procurement under the expenditures in the category of incremental operating costs which will follow the implementing agency procurement procedures.
The Consultant contract expected to start services during the period beginning of June 2025, and the duration of the assignment is four months (with a possibility to extend upon project extension) on a full-time basis.

The Ministry of Finance now invites eligible consulting individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide a Cover letter and CV, indicating information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: The general qualifications, the adequacy for the project, and the relevant experience.
The Procurement Specialist (“the Consultant”) shall be selected in accordance with the World Bank’s procedures as specified in the World Bank’s Procurement Regulations for Investment Project Financing (IPF) Borrowers dated July 2016, revised November 2017, August 2018, November 2020, September 2023, and February 2025.
The Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
