CARE Palestine (West Bank/Gaza) is looking for a committed professional to the values of Transformation, Integrity, Diversity, Equality, and Excellence for a 7 months contract with possibility of extension, to fill the following vacancy:

Protection Officer

CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include the restoration of Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.

Start Date
: As soon as possible

Position Location: CARE’s office in Gaza (Der Al-Balah) with frequent travel to projects location.

Length of Contract: 7 months with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.

Reporting/Line Management: Gaza Deputy Area Manager

The roleholder will be responsible to support the technical delivery, day to day monitoring, and partner implementation of activities with high quality and standards. They will ensure that CARE's interventions are adhered to IA global and regional Protection standards/guidelines; and will ensure quality implementation, monitoring and reporting of the project. This role is part of a lean structure sustaining community engagement, protection service continuity, and preparedness to support partners.

The positions will uphold CARE’s Core Values namely, Transformation, Integrity, Diversity, Equality, Excellence promote CARE’s mission and vision, programme principles to enhance programme impact. Ensures modelling of CARE’s values among MEAL staff and be committed to women and girl’s empowerment.

Responsibilities:

Job Responsibility 1: Implementation of Protection mainstreaming & Quality Assurance (30%)

- Ensure activities align with global protection standards and humanitarian frameworks (IASC, CPMS, GBV Guidelines, Sphere), in accordance with project objectives and donor requirements and the supervision of the protection specialist.

- Contribute to budget management, procurement of protection supplies, and donor reporting as requested, in line with project workplanning.

- Work closely with other sector leads to ensure mainstreaming of protection across all sectors (e.g., WASH, Health, Food Security).

- Conduct assessments to identify any protection risks before and during activities, including identifying vulnerable individuals, child protection risks, and gaps in services for referrals.

- Regularly engage with the Protection Cluster, CP/GBV sub-clusters, and other coordination mechanisms to maintain up-to-date referral service mapping in CARE areas of operations.

- Coordinate with relevant stakeholders to ensure timely and appropriate services from other providers, including medical care, psychosocial support, legal assistance, and reintegration for CARE project participants in areas of operations.

Job Responsibility 2: Supervision & Team Coordination (30%)

- Lead capacity-development efforts for the Protection and program teams, strengthening awareness of protection issues, identification, service mapping, psycho-social support (PSS), and referral mechanisms.

- Raise awareness about services available, child protection issues and violence against women and girls. Ensure project participants are aware of available services through community sensitization activities, workshops, and campaigns and in collaboration with community mobilizers and under the supervision of the protection specialist .

- Guide the PSS worker in delivering individual/group PSS support, referrals, and client-centered referrals. Ensure the Community Mobilizers sustain community engagement, safe identification, and referral pathways.

- Develop technical work plans and track progress on protection interventions in collaboration with Project Managers and Deputy Area Manager.



Job Responsibility 3: Technical support in a partner-led approach (30%)


- Support partner capacity development, assessment, and training as needed and as aligned with project/partnership planning.

- Liaise with partners on protection workplan, integration, and activity review. Facilitate procurement and delivery of protection supplies for partners as needed.

- Act as proactive advocate for local partners, CBOs and networks to ensure that local service providers are linked to Centrality of Protection Policy, thus prioritize protection at the centre of all humanitarian actions.

- Review and adapt technical SOPs, tools, and guidelines in collaboration with partner field teams.

- Ensure the team strengthens local protection networks and community-led initiatives.

Job Responsibility 4: Reporting & Compliance (5)

- Participate in the data collection pertaining to the RGA and other assessments as required.

- Ensure accurate data collection and reporting on protection indicators, referrals, and PSS interventions in collaboration with the MEAL team and partner teams.

- Track and document challenges, lessons learned, and best practices to inform future programming.

- Ensure compliance with CARE’s PSEA and safeguarding policies across all activities.

OTHER RESPONSIBILITIES AS ASSIGNED 5% of time

Qualifications:​

Required:
  • Bachelors degree in Social Work, Child Development, Psychology, Humanitarian Protection, or related fields.​
Desired:
  • Master’s degree in related field preferred.​

Experience/Technical Skills:

Required:

- Minimum 3-5 years of experience in protection programming, with expertise in GBV, CP, MHPSS, and humanitarian protection principles.
- Knowledge of child and women's rights, child protection principles, and international standards on preventing viole

Desired:

Ability to adapt to funding constraints, prioritizing essential protection activities.
- Strong training experience and delivery of ToT and ToF in protection subjects.
- Ability to travel to the field to inform programming
- Strong problem-solving skills in high-pressure humanitarian contexts.
- Commitment to localization, ensuring meaningful engagement of local actors.
