Position: Project Manager (Full-time) Expected an average of 40 working hours/ week

Location: Main station in Nablus with frequent visits to Ramallah

Duration:
36 months

PFPPA Programs Director

1. Background


The Palestinian Family Planning and Protection Association (PFPPA) is implementing a 3-year project titled "Her Health and Well-Being... Their Future" to strengthen Sexual and Reproductive Health Rights (SRHR) and Maternal and Child Health (MCH) services in marginalized communities of Nablus and Ramallah with a particular focus on Area C, refugee camps and other remote and marginalized locations through an integrated approach that combines clinical care, community awareness, and strategic coordination with local stakeholders, ministries, community leaders and civil society organizations.

2. Key Responsibilities

A. Project Leadership & Strategic Coordination


The Project Manager will be expected to provide strategic leadership and ensure comprehensive oversight of all project components, including operational, financial, and programmatic aspects, and will be responsible to:
  • Develop detailed project plans in close cooperation with PFPPA senior staff.​
  • Overlook and ensure timely and quality implementation of all project activities​
  • Provide strategic direction and supervise the Project Coordinator, clinical & outreach teams, and support the assigned MEAL and PFPPA senior staff.​
  • Lead coordination with partners, ministries, community leaders and stakeholders​
  • Coordinate with PFPPA's Health, Gender, Legal, and Youth Sector Focal Persons to ensure program integration is is in alignment with Associations policies and procedures to ensure provision of high-quality services throughout the program,​
  • Ensure project activities are implemented in alignment with national and international guidelines and standards as required.​
  • Strengthen and contribute to capacity strengthening and peer- building between project team members​
B. Financial Management
  • Oversee the project budget, ensuring strict compliance with donor and PFPPA financial policies and procedures​
  • Review and approve expenditures, and budget reallocations​
  • Monitor financial performance​
  • Ensure cost-effective resource utilization and value for money​
  • Assist in procurement processes and maintain inventory management systems​


C. Administrative & Operational Support

  • Track attendance, participation data, means of verification related to specific project activities in addition to service statistics for reporting​
  • Support documentation of project activities and maintain accurate records​
D. Monitoring, Evaluation, Accountability & Learning (MEAL)
  • Conduct regular spot checks to assess service quality at SDP and outreach activities​
  • Facilitate all MEAL activities conducted by MEAL staff.​
  • Ensure robust data collection, analysis, and utilization for evidence-based decision making​
  • Submit periodical programmatic and financial reports to PFPPA​
  • Monitor and report progress against project indicators and implement corrective measures as needed​
  • Document success stories, challenges, lessons learned, etc… from project activities​
  • Ensure service delivery and project implementation strictly adheres to PFPPA policies and procedures confirming safety, confidentiality, and "doing no harm"​
E. Risk Management & Contingency Planning
  • Develop and implement comprehensive risk management strategies and contingency plans for operational challenges (movement restrictions, security incidents, etc.)​
  • Maintain emergency preparedness protocols and coordinate as needed with relevant authorities​
F. Representation & Sustainability
  • Represent PFPPA in meetings, and events​
  • Build strategic partnerships and networks to enhance project impact and sustainability​



Education & Professional Background
  • Master's degree in Project Management, Public Health, Development Studies, International Development, Social Sciences or related field. Major in Sexual Reproductive Health and Rights would be favorable.​
  • Minimum 5 years of proven strong experience in Project management, budget management, financial oversight, and donor compliance for health or social focused projects, preferably with local or international Non – Governmental Organization in complex contexts,​
  • Strong leadership, supervision, and team management capabilities​
  • Demonstrated familiarity with West Bank operational context, including cultural, political, and social dynamics​
  • Proven track record in stakeholder engagement and partnership management​
  • Demonstrated ability to work with diverse community groups, including youth populations and people with disabilities​
  • Experience in data collection and advanced monitoring activities​
Skills & Competencies
  • Excellent programmatic and budget management and analysis skills​
  • Ability to build and maintain relationships with community leaders and local organizations​
  • Advanced stakeholder engagement and strong interpersonal and communication skills​

  • Fluency in Arabic and English (written and spoken)​
  • Strong analytical and problem-solving abilities​
  • Strong report writing skills in Arabic and English​
  • Previous experience with international donors and reporting requirements​
  • Knowledge and ability to collect and analyze beneficiary feedback to continuously improve service quality and accessibility​
  • Proficiency in Microsoft Excel and computer applications​
  • Ability to work independently and manage multiple tasks​
Additional Requirements
  • Travel requirements: Must be able to travel frequently between Nablus and Ramallah, and to project sites​
  • Strict adherence to PFPPA's safeguarding policies and procedures​
