Secours Islamique France (SIF) is a
Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is a non-profit and non-political organization that intends to help, to bring relief and to protect the lives of those threatened by natural disasters, armed conflicts or by economic collapse. SIF provides its help in respect of cultural diversity, without any distinction of origin, religion or gender. SIF Palestine Mission was established in 2008 and since then, it has set up many concrete activities in order to help in a large scale and developed a comprehensive knowledge of the local context and understanding of local needs.
The Gaza Security Officer will oversee the safety and security of SIF staff, assets, operations, and premises in Gaza. Working closely with and reporting directly to the National Security Manager, the role involves monitoring security risks, implementing safety protocols, and providing operational support to ensure the smooth functioning of SIF’s humanitarian activities. The Security Officer will engage with internal teams and external stakeholders, including INGOs, UN agencies, and local authorities, to foster a secure environment and maintain compliance with organizational security standards.
Security Risk Management and Planning
Assist in the development, implementation, and regular updates of security risk management plans and contingency protocols for SIF operations in Gaza.
Conduct security risk assessments, threat analyses, and risk mapping to identify vulnerabilities and recommend mitigation strategies.
Support the preparation and maintenance of safety and security contingency plans, including evacuation and emergency response measures.
Monitor local and regional security developments and provide timely advice to SIF staff and leadership.
Implement Standard Operating Procedures (SOPs) and safety guidelines.
Operational Security and Premises Safety
Conduct regular safety and security assessments for SIF offices, guest houses, warehouses, and other premises.
Ensure compliance with organizational security standards, including access controls, equipment inspections, and fire safety measures.
Monitor the safety of staff movements, including route planning, vehicle checks, and emergency preparedness for field visits.
Monitoring and Reporting
Maintain situational awareness by monitoring security conditions, analyzing incident data, and preparing regular security reports.
Report all security incidents promptly and accurately in line with SIF’s policies.
Develop and maintain tracking systems for personnel, assets, and operational activities in high-risk areas.
Share regular updates on security developments with the National Security Manager and relevant leadership
Emergency Preparedness and Incident Management
Coordinate and implement 24-hour emergency response systems, including regular evacuation drills.
Support the investigation of security-related incidents involving SIF staff, assets, or partners.
Assist in managing crisis situations, including post-incident reviews and documentation.
Ensure all premises are equipped with minimum security and emergency requirements.
Capacity Building and Training
Provide security inductions and briefings for new staff, visitors, and mission teams.
Support local partners in improving their security plans and operational safety.
Networking and Stakeholder Engagement
Build and maintain relationships with INGOs, UN agencies, local authorities, and community leaders to enhance coordination and operational acceptance.
Foster partnerships with external stakeholders to facilitate information sharing and improve security conditions.
Equipment and Resource Management
Monitor and maintain security equipment, including communication tools and fire safety devices.
Prepare technical specifications for procuring security-related equipment and ensure its proper deployment.
Oversee identity verification processes and access control systems for all SIF premises.
Additional Responsibilities
Serve as Duty Officer for the Security Section when required.
Support other security-related tasks and responsibilities as delegated by the National Security Manager.

Being an association with limited resources, versatility and flexibility are necessary in order to overcome any difficulty, temporary and exceptional.

Qualifications
Bachelor’s degree in security studies, risk management, or a related field
Certifications in security or emergency management are an asset
Minimum 3 years extensive experience in the Security field
Proven experience in conducting risk assessments, operational planning, and crisis management
Familiarity with Gaza’s socio-political and security dynamics
Experience in engaging with local authorities, UN agencies, and other INGOs
Strong analytical skills for assessing risks and developing mitigation strategies
Proficiency in Arabic and English (written and spoken)
Advanced IT skills, including proficiency in Microsoft Office tools
Excellent interpersonal and communication skills for collaboration with diverse stakeholders
Commitment to SIF’s values and humanitarian principles
Ability to work under pressure and manage multiple priorities effectively
Flexibility to work during emergencies and outside standard working hours.
