The Middle East Investment Initiative (MEII) is a nonprofit organization that supports financial institutions in expanding access to finance for Micro, Small, and Medium Enterprises (MSMEs) across the Middle East and North Africa. MEII provides loan guarantee programs, credit enhancement mechanisms, and technical assistance (TA) to partner financial institutions to promote sustainable lending practices and strengthen the MSME sector.
Through its guarantee facilities and technical assistance programs, MEII helps lenders better structure, manage, and grow their MSME portfolios while adhering to international best practices in credit risk management and financial inclusion.
MEII- Palestine office is seeking qualified candidates to assume the position of a credit officer, as follows:
The Credit Officer will be responsible for managing the origination, underwriting, and monitoring of loans under MEII’s guarantee. The role ensures participating lenders’ adherence to MEII’s Guaranty Facility Agreements (GFAs), assesses their technical assistance needs, and delivers targeted capacity-building support to strengthen MSME lending practices.
The successful candidate will possess strong analytical, financial, and credit assessment skills, a solid understanding of MSME finance, and the ability to work collaboratively with partner banks and financial institutions.

Key Responsibilities:
A. Underwriting
- Conduct financial, administrative, and operational analyses to assess borrower eligibility under MEII programs.
- Perform detailed due diligence and credit analysis on loan applications submitted by participating financial institutions.
- Provide technical assistance and on-the-job training (OJT) to the financial institutions loan officers to enhance their SME credit management skills.
- Prepare credit reports for review and participate in Credit Committee meetings.
B. Technical Assistance
- Assess technical assistance (TA) needs of partner financial institutions and their loan officers.
- Design and implement customized capacity-building strategies for SME credit origination, underwriting, and monitoring.
- Support the delivery of high-quality TA aimed at improving partner financial institutions’ credit processes and risk management frameworks.
C. Portfolio Monitoring and Management
- Review and monitor lenders’ portfolios, required reports, and supporting documentation.
- Prepare and present credit reports for loan rescheduling/restructuring, updating risk ratings and impact scores as needed.
- Track loan performance, including arrears, collections, and non-performing loans (NPLs), recommending appropriate follow-up actions.
- Identify and report problem loans in a timely and comprehensive manner.
- Ensure all loan files and documentation are complete, accurate, and compliant with MEII requirements.
- Submit accurate and timely periodic reports to Senior Management.
- Coordinate closely with team members to optimize program outcomes and meet MEII’s objectives.
Qualifications:
- Bachelor’s degree in Finance, Accounting, Economics, Business Administration.
- Minimum of 3-5 years of relevant experience in credit analysis, SME finance, banking, or risk management.
- Proven expertise in loan origination, underwriting, and portfolio management within financial institutions or credit programs.
- Strong understanding of SME lending practices, credit risk assessment, and financial analysis.
- Experience in designing and delivering technical assistance or training programs for financial institutions is a strong asset.
- Excellent analytical, problem-solving, and report-writing skills.
- Strong interpersonal and communication skills for engaging with banks and stakeholders.
- Fluency in Arabic and English (written and spoken) required.
