About Taawon (Welfare Association):
Taawon (Welfare Association) is a non-profit, civic organization launched in Geneva in the year 1983, upon the initiative of a group of Palestinian business leaders and intellectuals. Taawon has become one of the largest organizations operating in Palestine and the diaspora camps in Lebanon, whereby it touches the lives of more than one million Palestinians on an annual basis, with half of these beneficiaries being women.

Overall Purpose of the Position:

The Health Advisor will provide technical leadership and guidance to support the design, implementation, and quality assurance of Taawon’s health interventions in Gaza. The role will strengthen Taawon’s strategic focus on improving access to essential health services for vulnerable communities, enhance partner capacities, and ensure all activities are aligned with national health strategies, international standards, and donor requirements.

Key Responsibilities and Accountabilities

1. Strategic Program Design & Technical Direction

  • Lead the end-to-end technical development of high-value health proposals, including needs assessments, detailed technical narratives, logical frameworks, and performance monitoring plans.
  • Pioneer and integrate innovative, context-relevant health solutions particularly for rapid deployment and scale-up to effectively address the dynamic needs of conflict-affected and displaced communities.
  • Ensure absolute compliance of all health projects with Taawon’s strategic mandate, Health protocols, and global standards.
2. Quality Assurance & High-Impact Implementation
  • Provide continuous, hands-on technical oversight and supervision to the implementing partners across Taawons health programs and initiatives.
  • Conduct frequent, focused field quality assurance visits and provide targeted technical assistance to resolve implementation challenges in real-time.
3. Capacity Building & Partnership Strengthening
  • Provide expert on-the-job mentoring and coaching to elevate partner capacity in crucial areas such as complex case management, robust data collection, and safeguarding protocols.
  • Support the Programs Manager in conducting rigorous partner technical assessments to identify specific gaps and tailor support accordingly.
4. External Coordination & Sector Representation
  • Actively represent Taawon and our technical strategy at the Health Cluster, MHPSS Working Group, and other key coordination forums.
  • Cultivate and maintain strategic relationships with the MoH, UN agencies (e.g., UNICEF, UNFPA, UNRWA), international and local NGOs, and academic institutions to foster collaboration and resource sharing.
5. Monitoring, Evaluation, Accountability, and Learning
  • Collaborate with MEAL specialists to design and validate robust monitoring tools focused on measuring service quality, outcomes, and beneficiary satisfaction.
  • Lead the technical analysis of program data, clearly documenting results, translating complex findings into practical lessons learned, and identifying critical gaps for future intervention design.
  • Author high-quality technical sections for all donor reports, case studies, and strategic briefs.

Required Qualifications & Experience
  • Education: Bachelor’s degree in public health, Medicine, Nursing, or a closely related clinical or health field. A master’s degree in public health (MPH) or a related specialization is strongly preferred.
  • Experience: A minimum of 5 years of progressive, dedicated experience in health programming, technical advisory, or senior clinical/supervisory roles, with a demonstrable track record in humanitarian or complex emergency settings.
  • Technical Knowledge: Deep, applied knowledge of PHC systems, emergency health response standards, and current best practices in key sectors.
  • Contextual Experience: Proven ability to design and manage interventions specifically tailored for highly vulnerable and conflict-affected populations, including IDPs.
  • Languages: Fluency (written and spoken) in both Arabic and English is mandatory.
Preferred Skills
  • Specific familiarity with key humanitarian donor technical requirements and reporting structures.
  • Experience with advanced concepts in Health Information Systems (HIS).
  • Prior working experience or strong familiarity with the operational context and work of Taawon or similar regional organizations.
