Stars of Hope Society (SHS) is a leading organization for women with all types of disabilities in Palestine. It is a women-centered organization operating through a collective model, led by women with disabilities to empower other women with disabilities. SHS is the only organization of its kind in Palestine and one of a limited number internationally.
Objective of the Position
The Senior Finance Officer is responsible for leading financial management, monitoring, and compliance processes across SHS operations, ensuring alignment with SHS standards, Palestinian regulations, and donor requirements. The position provides strategic and operational financial leadership for both West Bank and Gaza offices, ensuring a unified and consistent operational financial system, harmonized procedures, and standardized controls across both locations, and represents SHS in financial assessments with donors and external parties.

Objective of the Position
The Senior Finance Officer is responsible for leading financial management, monitoring, and compliance processes across SHS operations, ensuring alignment with SHS standards, Palestinian regulations, and donor requirements. The position provides strategic and operational financial leadership for both West Bank and Gaza offices, ensuring a unified and consistent operational financial system, harmonized procedures, and standardized controls across both locations, and represents SHS in financial assessments with donors and external parties.
Duties and Responsibilities
- Financial Governance and Compliance
- Oversees the deployment of, and compliance with, all SHS financial policies, procedures, systems, and tools across areas of responsibility.
- Leads the unification and standardization of operational financial procedures between the West Bank and Gaza offices, ensuring consistency, clarity, and compliance.
- Ensures full adherence to Palestinian financial, tax, and regulatory requirements.
- Internal Controls and Documentation
- Ensures implementation of, and compliance with, procedures for archiving financial documents and updating financial records in dedicated workspaces.
- Supervises internal control systems and leads corrective actions when gaps or risks are identified.
- Budget and Financial Management
- Leads monthly budget monitoring processes, including:
- Updating budget tracking tools with actual expenditures.
- Sharing budget updates with budget holders.
- Facilitating regular budget review meetings.
- Leads master budget updates, provides financial analysis, and ensures optimal use of SHS funds.
- Develops and monitors cash-flow projections for cross-cutting cost centers in coordination with relevant stakeholders.
- Donor Compliance and Financial Reporting
- Ensures institutional funding is managed in full compliance with donor guidelines and contractual obligations.
- Leads and supervises the financial input to funding proposals, including budget development and funding schedules.
- Reviews and negotiates financial conditions of funding agreements prior to signature (payment modalities, reporting requirements, exchange rates, audits, etc.), ensuring alignment with SHS procedures.
- Produces accurate and timely donor financial reports.
- Prepares payment requests, follows up on donor disbursements, and flags delays to management.
- Ensures donor contracts, budgets, amendments, and reports are accurately recorded in the Financial Information System (FIS).
- Coordinates responses to internal and external audits and oversees corrective action plans.
- Organizational and Donor Assessments
- Represents SHS in financial, compliance, and capacity assessments conducted by donors, partners, auditors, or other external parties.
- Coordinates preparation and follow-up related to partner assessments, due diligence reviews, and donor compliance checks.
- Procurement and Operational Support
- Provides financial oversight and technical support to procurement processes, ensuring compliance with SHS procurement policies and donor regulations.
- Works closely with operations and programs to ensure procurement planning supports effective and compliant program implementation.
- Reviews procurement-related financial documentation and supports transparent and accountable purchasing practices.
- Team Leadership and Capacity Building
- Leads and manages the finance unit, including supervision, mentoring, and performance development of finance staff.
- Ensures continuous capacity building of the finance team and promotes knowledge sharing and best practices.
- Fosters a collaborative and inclusive team culture across Gaza and West Bank finance staff.
- Emergency and Humanitarian Response
- Leads emergency preparedness actions related to financial management.
- Proposes financial re-prioritization and adaptive measures during emergencies to ensure timely and effective humanitarian response in both Gaza and the West Bank.
- Cross-Departmental Support
- Provides technical financial support to program, HR, and operations teams.
- Delivers financial guidance to partners as needed to maintain high compliance standards.
- Tax and Statutory Obligations
- Leads follow-up with the Income Tax Department and ensures annual tax clearance is obtained.
Responsibilities may evolve according to programmatic needs and contextual developments. The position holder is expected to perform any other duties assigned by the Executive Director that are consistent with the role.

Job Requirements
- Bachelor’s degree in Accounting, Finance, or a related field.
- Minimum of 5 years of experience in financial control, budget monitoring, or a similar role.
- Proven experience in NGO financial management, preferably within Palestinian NGOs.
- Experience with procurement processes and financial oversight of procurement.
- Experience with donor-funded projects and institutional donor compliance.
- Experience with Bisan Financial System is an asset.
- Strong experience in coordinating with local and national partners.
- Excellent English and Arabic communication skills (written and spoken).
- Ability to work under pressure, meet deadlines, and adapt to changing contexts.
- Previous experience working with or for persons with disabilities is an asset.
