Job Title : Team Lead – Gaza (National Position)

Location : Gaza Strip (field-based with travel within Gaza as required)

Reports to : Executive Director based in Jerusalem

Contract Type : Fixed-term (12 months, renewable based on funding and performance)

Background


Established in Jerusalem in 1964, the Palestinian Family Planning and Protection Association (PFPPA) is locally registered as an independent, non-profit and non-governmental associations with its headquarter office being in Jerusalem.

PFPPA has service delivery points, located in the West Bank Areas of Ramallah, Bethlehem, Hebron and Halhoul, in addition to one in the Gaza Strip. Furthermore, and in cooperation with local partners PFPPA is also responsible for 3 safe spaces to provide Gender Based Violence (GBV) related services in the Jerusalem area. PFPPA is known for the provision of comprehensive and diverse services, mainly related Sexual and reproductive health services (including that related to GBV), particularly for girls and women. Demand generation and mobile medical team activities reaching the most marginalized groups and areas. Raising awareness on SRH including comprehensive sexuality education (in and out of schools). Mobilizing activists and civil society actors advocate for reforming laws that advance SRH and influence national policy.

PFPPA is a member association of International Planned Parenthood Federation (IPPF), a global healthcare provider and a leading advocate of sexual and reproductive health and rights for all. Through the membership PFPPA has the technical support of IPPF.

Purpose of Role

The Team Lead will provide strategic and operational leadership for PFPPA programming in Gaza. The role focuses on establishing, managing SRH clinics and mobile services and addressing sexual and reproductive health (SRH) and sexual and gender-based violence (SGBV) related activities in the Gaza Strip. The Team Lead will assist to recruit and build the national team, ensure high-quality service delivery, and represent the organisation in coordination platforms. This position requires strong security management, advocacy, networking, and team leadership skills in a highly complex and insecure environment.

Key Responsibilities

Programme Leadership & Management

  • Lead the design, setup, and implementation of SRH and SGBV activities and health services, including fixed clinics and mobile units.
  • Assist to recruit, train, and manage local Gaza staff, building capacity and fostering a culture of accountability and collaboration in direct coordination with PFPPA Headquarters.
  • Line manage and lead the team in Gaza, providing opportunities for capacity development and developing career growth while supporting and recognising their staff well-being and psychosocial support needs.
  • Ensure compliance with organisational policies, humanitarian standards, and donor requirements.
  • Oversee programme planning, budgeting, and reporting, ensuring timely and accurate submissions.
  • Preparing and submitting regular narrative and statistical reports (weekly, monthly, and donor-specific), highlighting achievements, challenges, risks, and lessons learned in a complex and rapidly changing context.
  • Supporting field teams in strengthening reporting practices, tools, and capacities, particularly under emergency and resource-constrained conditions.
  • Contributing to situation reports, needs assessments, and inter-agency reporting as required, including coordination with UN agencies and humanitarian clusters.
Security & Risk Management
  • Monitor and analyse the security context in Gaza; disseminate and implement robust security protocols and contingency plans with the support of PFPPA Executive Director.
  • In coordination with PFPPA Executive Director, carries out reviews of incidents/near-misses/concerns, reporting and shares lessons learned.
  • Ensure staff safety, security and duty of care in all operations.
  • Liaise with security focal points and external actors, to maintain safe access for teams and beneficiaries.
Advocacy & Representation
  • Represent the organisation in health cluster and SRH and SGBV subcluster meetings, SRH and SGBV coordination forums, and with local authorities.
  • Advocate for SRH and SGBV priorities in humanitarian response plans and donor discussions.
  • Build and maintain strategic partnerships with NGOs, UN agencies, and community stakeholders.
Networking & Coordination
  • Establish strong relationships with Ministry of Health, UNFPA, WHO, humanitarian actors, and community leaders.
  • Ensure integration of SRH and SGBV services within broader health and protection frameworks.
Monitoring, Evaluation & Learning
  • Oversee data collection and reporting systems for SRH and SGBV services following the IPPF humanitarian indicators.
  • Document lessons learned and best practices for future programming.
  • Implement PFPPA confidential community feedback and complaint mechanisms ensuring the design enables a comprehensive feedback mechanism in Gaza
  • Ensure informed consent, data minimization, and secure storage across all SRH and SGBV data systems.
  • Analyse disaggregated data to identify service gaps, risks, and equity concerns.
  • Apply Do No Harm principles throughout data collection, analysis, and reporting processes.
  • Train staff on ethical data handling, confidentiality, and survivor-centred information management.
  • Use feedback and data insights to adapt services and improve accountability to affected populations.



Essential Qualifications & Experience
  • Bachelor’s degree in public health, Medicine, Nursing, Social Sciences, or related field.
  • Minimum 5 years’ experience in humanitarian health programming, with at least 2 years in SRH and/or GBV services.
  • Proven experience in team leadership, recruitment, and capacity building.
  • Strong understanding of humanitarian coordination mechanisms and health cluster systems.
  • Demonstrated ability to manage security in volatile contexts.
  • Excellent networking, advocacy, and negotiation skills.
  • Fluent in Arabic and English (written and spoken).
Desirable
  • Experience in mobile health service delivery.
  • Clinical background within SRH
  • Knowledge of donor compliance and proposal development.
  • Familiarity with safeguarding and protection standards.

Terms & Conditions
  • Contract Duration: 12 months (renewable)
